Are there Android app templates, similar to the iPhone SDK templates?

Application templates have been added in ADT 20.
Quoting from Android Developer Blog
Application templates: Android ADT supports a new application
templates for creating new application, blank activity, master-detail
flow, and custom view. These templates support the Android style guide
thus making it faster and easier to build beautiful apps. More
templates will be added over time.

If you mean UI templates, i would say no. there are a lot of code examples from google and others demonstrating simple UIs that you can base your work on, but no hard coded "templates" that build your app for you. What android does provide is all the tools you need to effortlessly design simple UIs in a matter of minutes using the SDK. If you are new to android dev, you should check out google's code examples.
If that is not what you meant, i found this example demonstrating what the author describes as a Template Engine for android

This is kind of just a general question. I am relatively new to Android programming and I find myself constantly on the android tutorials to get help on topics I want. Consequently a lot of my code resembles such tutorials. Is it bad for me to publish these applications if they use the android code tailored to my needs?
Thanks for your help. I know these moral issues are kind of tough.
If you take refernce from other android code written and released by others, check the license for the code and according use it in your code and can publish your app. For example any code released under GPL license can we used directly.

Not really - the purpose of these tutorials are to help you get started on your application. They are meant to serve as templates. But if you are taking licensed code from somewhere then you might want to be extra careful. But as long as you are using tutorials as just a template for your application, you are fine.

What are few of the best mobile prototyping tools, and what is the best approach to mobile prototype
I would like to create something code free at first and then start design more stuff with the same or more advanced tool.

I prefer using Justinmind Prototyper, the UI is very close to what is on device and provides a good feel to the end-user about the application overview and flow.
Would add fluidui.com to the mix, drag and drop with full iOS, Android and Win8 Libraries, or upload your own images and ability to test transitions and interactions live on a phone (via QR code scan)

Really like the Mockflow. Got a free to use plan for a fast little project and only 69$ for a year to use it in business. I think its possible to set up a GUI Design in something like a year. For any Changes you got Photoshop(Gimp) ^^.

Is there any iOS Storyboard equivalent for Android development?
iOS Storyboard is fantastic that saves us a lot of time writing code. It is almost like a direct wireframe/prototype to final development too.
Anything on Android development which can perform the same?

Navigation Editor isn't available in Android Studio starting from
version 2.0. It was an experimental feature and we may re-visit it in

Android tools team just launched an early prototype of Navigation Editor for Android Applications, which they're planning to release next year
As of now, it'll be available to try/use in Android Studio.

Honestly I dont think there is. Although I am sure you can find tools to allow you to create the workflow between screens of your application.

I am interested in starting Mobile application Development.There are many suggestions on internet but,I wanted to have some starting guidelines from professional People out there like how they do it and what they use also
1.I want to develop Android Applications can you suggest me Simulator as well as good Starting Point(like links to tutorials)?
2.I have worked on c/c++/c# so is it going to be hard to learn Android?

You need the android SDK (including emulator)
You should learn "android" as an operating system / middleware, but the applications are written in Java (using android SDK as well). The tutorials and documentation that are in the android developers' site are pretty good and will give you the basics, but you should learn Java in order to create applications on android.
Unlike other "Documentation sites", the android documentation is really really helpful and easy to understand for new-comers.
p.s. I am ignoring native code and C libraries in purpose.

Where can I get PDF version of Android SDK docs and developer guide. Saw a posting that installed sdk has the html docs, mine does not. Is this a separate download. any eclipse update for this? Thanks
I think only HTML is available and you get it by installing the Documentation using the Android SDK tool:
