Where can I get PDF version of Android SDK docs and developer guide. Saw a posting that installed sdk has the html docs, mine does not. Is this a separate download. any eclipse update for this? Thanks

I think only HTML is available and you get it by installing the Documentation using the Android SDK tool:
(See the 4th item in the list).

I am trying to find somewhere link to download android-ndk-r9-linux-x86 but unfortunately all my tries failed.
Can someone provide me a working link, so I can Download Android NDK R9 for linux x86.
The specific version you requested, r9 without a letter suffix, although not linked on the download page, currently appears to be able to be obtained by taking one of the current-version links and simply editing it to change the version number to the one you want. However, it's not a given that this will continue to be the case - the android downloads seem to move around a fair amount.

Of course if you don't need that exact version you can simply follow the link to a current version on the download page.

Does anybody know an open source app which I can download and use as a starting point?
I just want to add comments on a map. When I m at a bar for example, I want to open the app, see where I am on a map and be able to leave a comment which will be shown to other logged in users. Logged in users can reply to my comment.
Not too familiar with android development, that s why I need something to start with.
App or tutorial sources would be great.

Github has a vast amount of repositories with Android code in it.
I think you can start with this tutorial, to learn how to use maps on android.
After that, you can search for android projects on git hub.
Also, you need to learn how to work with web services, for every user can get the information in any device.

Is there any iOS Storyboard equivalent for Android development?
iOS Storyboard is fantastic that saves us a lot of time writing code. It is almost like a direct wireframe/prototype to final development too.
Anything on Android development which can perform the same?

Navigation Editor isn't available in Android Studio starting from
version 2.0. It was an experimental feature and we may re-visit it in
the future. Information on this page is left for archive purposes.
Android tools team just launched an early prototype of Navigation Editor for Android Applications, which they're planning to release next year
As of now, it'll be available to try/use in Android Studio.

Honestly I dont think there is. Although I am sure you can find tools to allow you to create the workflow between screens of your application.

I know the question is over a year old. However, if you search on Google this question keeps coming up in the results. That's why I felt the need to provide another answer.
I found a nice library called socialauth-android exists to easily integrate the 10 popular social networks (Facebook, Twitter, MySpace, LinkedIn etc).
I have just checked its latest version(2.0) and it seems that it solved Linkedin new keys bugs which I faced earlier and now I am able to share status , get contacts and get user profile.

The LinkedIn Libraries and Tools page has an Android Library listed.
It's actively developed (has groups and companies, two of the newest resources) was updated in September, and has good feedback on the forums.
I'd probably start there for Android development.

Are there Android app templates, similar to the iPhone SDK templates?
Application templates have been added in ADT 20.
Quoting from Android Developer Blog
Application templates: Android ADT supports a new application
templates for creating new application, blank activity, master-detail
flow, and custom view. These templates support the Android style guide
thus making it faster and easier to build beautiful apps. More
templates will be added over time.
If you mean UI templates, i would say no. there are a lot of code examples from google and others demonstrating simple UIs that you can base your work on, but no hard coded "templates" that build your app for you. What android does provide is all the tools you need to effortlessly design simple UIs in a matter of minutes using the SDK. If you are new to android dev, you should check out google's code examples.
If that is not what you meant, i found this example demonstrating what the author describes as a Template Engine for android
