I'm started to get my feet wet with the android framework, and wanted to work on a game but was looking for a partner to work with. I was wondering if there are sites online where people can talk about a project and possibly collaborate and start a new project.
I realize this might be a stupid question, and not appropriate for this board. If so, I apologize.

I searched for this question here and there are lots of answers, but they are all outdated. I googled it and saw answers but I'm curious about your personal experience in learnin android development. So where do I need to start and what should I learn to become Junior Android Developer?
The first step should be learning Kotlin. For that, I'd recommend enroll the Kotlin Developer course on Jetbrains Academy

You'll find various tutorials on YouTube for every stage in this roadmap. You can even follow Google's Codelabs for various topics.
Think of building something like Instagram/Whatsapp clone. You'll learn a lot while building something on your own.

I really searched in google but really I didn't find any helpful link or code

In case you have some experience in Java I can recommend this book:
Professional Android 4 Application Development (Wrox)
It really helped me to get started with Android development. Otherwise the best start is probably a quick introduction to Java. In German there's also a book called Java for Android, not sure if it exists in English, too.

My company is evaluating an cross platform solution in mobile development area.
Monotouch/Monodroid looks like very promise in some way.
And my boss is very interesting about any well know/productivity Apps using Mono mobile?

This is a bad question.
I see duplicated questions in stackoverflow. None give answers.
Anyway, I pretty sure people interested in Monotouch/Monodroid has same question as mine,
it's real important to convince team to believe this solution.
Well-known is relative. OTOH you can browse Xamarin's app showcase to see some of the application that has been developed using MonoTouch and Mono for Android that were submitted back to us (I work for Xamarin) to be part of the showcase.
