I have a relative layout with two linear layout inside it with two textviews in each of them.
I wanted the textviews to appear horizontally as a row.

Notes on your XML:
You can't use toRightOf, etc, within a LinearLayout

The easiest way would be to make the outer RelativeLayout a LinearLayout

if you need the four textviews in a row its easy to just use a linear layout with the four text views in it (or a table layout) instead of using two linear layouts in a relative layout.

Sorry, not fully understanding. Did you want them lined up vertically? Then that would just be setting orientation to vertical in the linear layout. I looked at what this xml does right now. It appears to be button which is half the screen and textview with is the other half. Could you explain a little more what you want to see?

In your case its not possible because you are trying to place a button relative to EditText which is placed inside a LinearLayout, you can place the button relative to linearlayout but not its ChildViews.
Try to bring all the Views inside a single relative layout and place all the Views relative to each other.

I want to have several layouts inside a layout so that I can better organize the UI. What I want is the layout to be horizontal. I need the layout to be split in half horizontally down the middle and the 4 buttons and text box to be on one side and copied on the other side as well so it can keep track of two totals. You can create left and right layouts as separate layouts and inflate it in the main layout. This will simplify the layout design.
And try to start the design with android:layout_width="fill_parent" instead of android:layout_width="250.0dip"
Once you get the layout you want, then try to adjust the width as you need.
I have a layout with a view text views, a table and then some buttons at the bottom.
I wanted the buttons to always be at the bottom regardless of the height of the table so I changed the layout to relative so I could do this.
However this mashed all the textviews and the table into one line. So I put these in a LinearLayout within the RelativeLayout which I thought would fix the problem. Problem now is that only the first TextView and the buttons at the bottom show up. Everything else is missing.

into your horizontal layout.
And you will need to add similar lines in the TextViews at the bottom if you want to see those also.
Your current problem is that you set that one to fill_parent, so when it gets to the ListView, there is no space available.
you are using two nested LinearLayout with fillParent... you are doing it wrong.
Why don't you use RelativeLayout?

I'm assuming that you want the EditText and Button at the top, the two TextViews at the bottom, and the ListView to fill the available space in the middle. If that's the case then you need to tweak your layout_height's and add a android:layout_weight="1" to your ListView:
