I am not talking about an app for a team, but something like iTunes where a user (say the boss) has a main account and it can choose team member with abilities for publish new apps or updates.
I can not find this option in google play. is it possible?
Yes, you can add multiple Google Accounts. One is the owner and he can give other access. But you have to do this in the Google Developer Console.
Log in into your account. Press Settings. Click the button Invite new user.

I currently have a Google Play Developer account as an individual. However I am starting my own company as a sole trader, so I need to move my payment profile from individual to business. Is there a way to do this without creating a new developer account and moving all my apps from one account to the other?

As of late, google play is "reviewing" new apps that were published to google play.
My app requires the reviewer to have a demo account, otherwise the user cannot go past the initial screen.
Where is the place that I provide the reviewer with the demo account?
Actually you could provide extra data for google play by follow the instructions bellow:
Login in your google play developer account.
In the left side menu click on Policy -> App Content
Check the radio button "All or some functionality is restricted"
Click on "Add new instructions".
After enter your data you will be able to edit it by click on link "Manage".
Actually in now days google will reject apps that don't fill the
credentials for testing purposes. See the rejection from google play when you don't inform the demo credentials.
Google play does not open the app at all, they run automated tests on it, that does not seem to include opening the app.

Invite new user in an existing account
Give him as an Admin role.
Go with new account and revoke access from all other users from that account.
Now You can not access app in older account.
I am looking to hopefully use the Turned Based Multiplayer feature for my android app. Do I need to have the user login with their google+ account? If they have a gmail account, do they need to hit a sign in button anywhere?
Yes, if they have a gmail account, they just click sign in and they're good to go.
I am an iOS and Android developer, but newer to the Android Marketplace.
On iOS, you can have multiple iTunes Connect & developer.apple.com accounts to access provisioning, applications, stats, etc.
Is such a thing possible on Android? When I log into the marketplace to upload an app, I see no links referring to "settings" or really anything other than "Upload an app".
2 reasons: 1, I paid the $25 fee with my private Gmail account - want to change that to company email. 2, I have a client that wants to have multiple logins to the marketplace backend.
You cannot link to other accounts. However, recently Google started to let developers to transfer application ownership to other accounts.
"If you would like to change the Google Account that you use to publish your applications, we are able to transfer applications to a new account. When applications are transferred, all ratings, comments, metrics, and users will be preserved."

Nope, you can't link other logins to the publisher account.
You can, however, change the account (google will migrate your apps to the new account and refund the fee). Instructions here.
Now I see a new link on my developer console to manage user accounts and there is a message which says:
Account owner and user access

support for account owner and user roles within developer accounts. Go
