I'm a 15-year-old programmer, and I have been programming for a few years, but I've never done any serious game development. I've built a Windows utility (with C++), and I have an Android (Java) and iOS (Objective-C) app in the Google Play Store / iOS App Store.
Now I want to create a mobile game for Android and iOS. As I said, I've never developed a game. What would be a good starting point for me? What framework should I use?

if you are looking to develop a game for both ios & android with native sdks, you should choose cocos2d - it is opengl based game engine which is available as opensource (free).

I agree with Hardik about the Libgdx game framework for Android development. It's a good game development framework. You program in one place and it creates what you need for the game to be on Android and the Web.

short question, is there a free mobile app template available? I’m very new to this so I don’t know much. I hear react native is the most common? If it is any consultation, I’m looking for a picture sharing format like iFunny.

In android studio, there are a few templates for new activities/fragments. If you're looking for something that you can download and just change a few variables, it will probably take you longer/be more confusing than actually learning to program an app.
Each app has their native source code. For android it is java/kotlin, and iOS it is swift. React native is a framework to create your apps for both platforms at the same time(ish). Programming in the native languages vs using React has their own pros/cons, so it's up to you what you want to do.
If you are adamant on using a template, then a simple google of 'react native app templates' will probably be what you are looking for.
I personally recommend going the honest route and learning to program your app, it's not too difficult, and you will learn a lot!

I have been looking for an up-to-date answer to the question:
What is the recommended AR Framework to use for Android App development?
I want to start to learn AR so a framework with tutorials, community, etc... is preferable. So far the 2 that popped out are: Vuforia (Free version / License) and ARToolkit (Open-Source).
While looking I didn't find a lot of content for developing in Android Studio, why is that? There's plenty of Unity + Framework X content, but none for Android Studio.
Looking for people to shed some light on this and share his/her experience developping AR apps.

Before it was Metaio, but it was bought by apple. I used for many years and it was ok but it is not available anymore for Android.

I will be making a database that is offline and online and wondered what I could use to develop apps for Apple's iOS, Android, and Blackberry all in one sweep. I know Xamarin does iOS and Android, but not too sure how well it will be on Blackberry? Are there any other solutions or ideas to nudge me in the right direction. Thank you.
If you are asking for developing cross platform app than Xamrin, Ionic, Cordova is defiantly support blackberry but it will be hard for find native plugins for the blackberry like blackberry only supports web DB. For Adobe cordova it does not support for blackberry os 7 or less. If you want more information here is link. Hope it helps you...
For cross platform i know appcelerator-titanium SDK. Also AFAIK newest blackberry support to run Android APK. I suggest you better use Native on Android and iOS, and port the APK to Blackberry.

I have a idea to make a app to find location of a bus in the bus stand.I need to what is the best way to create my app for android ?i don't have a good knowledge in android. i tried to create my app using ionic,angular and cordova but i couldn't emulate my app.Is there another way t create my app.please help.
You can develop Android Apps in many ways through coding using Android Studio,Eclipse,PhoneGap,Xamarin etc..
There is another method to develop an app without coding by which you can develop an app faster and easier.Some of the tools are as follow:

You can use eclipse bundled with adt tools to develop android projects for Android studio. Genymotion is very good for emulating your application.
I think if you are a web developer then learning native android is quite difficult and time taking.
Using native emaluator is quite slow and sometime it doesn't start.
You can use genymotion to emaluate your app
Titanium Studio is best for developers who wants to do mobile apps. with this tool you can develop ios, android, windows, and blackberry too.
Its was opensource earlier but not now. you can develop the freely but when you upload to server you have to purchase an account. see this example

I was wondering that Clash of Clans, Candy Crush etc. are they being developed in Android Studio? Since i haven't seen any tutorials, i am kind of stuck at game development. iOS provides SpriteKit and its really useful. I couldn't find anything related to android game development.

Please note that game development for Android has various paths.
I will try to present some of them:
1) The most powerful tool for creating game is Unity Game Engine.
It gives enormous options for crating game (in C# and JavaScript).
What is interesting, you can create game for many platforms in Unity like Android, iOS, Windows Phone (there are 24 platforms that can run Unity Games!!!)

2) Another option for creating games (but poorer that Unity) is Scirra
Construct 2.
That one is interesting because you dont have to know any programming language.
Creating games is based on instructions (which are converted to html after creating the game).
