From what I have read on the developer page, Android In-app Billing doesn't support refund procedure. You have to use the Google Checkout account in order to issue a refund.
I follow these steps:
I create a product in the developer console, with a price of 0.50 euro.
I buy the item using the test account
2.1 I test my logic
I refund the money using Google Checkout
My question is: Is there any involved cost in doing this? Or, in the end, my developer account and my testing account will both have the initial amount of money?
This is well managed by google, your client account and your developper account will both have the initial amount of money yes.

I've uploaded an apk as a beta version (beta testing section) in Google Play developer console and I'd like to let my users to test it. Final version will be paid and you can't change this choice after testing so I had to set it as paid at the beginning. The problem is I don't want to charge my users for testing and it seems there is no way to do so. Is there?
I guess the usual pattern is to create 2 apps, 1 for "beta" and another one paid.
Then you can set up a trial period for the beta, and if you need - extend the trial period with every update or so.
Well I think there more are options for this.
One approach would be to charge them and then refund the fee.

I'm from country where you can buy apps from Google Play Market, but you can not sell, e.g. if I create an app for android, I can only publish it to download for free. Can anybody suggest any alternative services or methods, how I can sell my apps?
Please think/suggest how would you do it?
Something like user downloads the app, pays through PayPal, app checks if payment was made and then app start...

It is against Google Play's ToS to use third party billing vendors like PayPal etc. You run the risk of having your account suspended if you do.
I started selling apps from India before it was officially supported. To do this, I registered an LLC in USA. I paid LegalZoom ~$200 to take care of the registration etc. So far, its worked out pretty well for me, and I haven't felt the need to change this method even though India is now supported as a direct merchant.

Indian developers can’t publish paid apps,I want to publish an application on the Android market with some amount, and for that I have tried to create a merchant account, but 'INDIA' option is not available on drop down.
With effect from 18th Oct 2012, you can publish paid apps from India. Your developer console should be showing that information by now. See this post from android dev blog for details, you should find the information you need there.
I live in India and I have tested this myself. I am sure it works.
Note: You need to be in OLD developer console to see this. The new version was not showing this for me.

I'm developing android applications. I haven't created a publisher account yet.
I want to publish my own created android apps in Google Play. There is fees of 25$. How many apps I can publish from my account? Is this one time fees (25$) or may I have to pay again in the future for this account?

This is a one-time fee (25$).
you can publish as many apps you want with one account & the One-Time-Fee
As many as you want, and Google doesn't test or really regulate what you put on the market. So if it's a half-broken demo you can still post it.

Last month I read
In Google's Android application market, no pre-approval is required, though registration is
needed for distribution. Developers need to register as developers (cost $25/year) with a
Google account and sell their products through a published site. NonDfree applications can be
sold after configuring the bank information.

while bada was free. I suspect I was reading old information, bada cost £1 for seller registration last time I checked. But I don't think Android ever cost £25/year and this was just Samsung pushing their own alternative OS.
App publisher registration on Google Play (formerly Android Market) has always been a $25, one time fee- Whatever literature you were reading was incorrect.
From the Developer Registration support page:
You must register to be able to distribute your products through Google Play. There is a one time $25 registration fee. We charge this fee to encourage higher quality products on Google Play (e.g. less spammy products).
