I am wondering is there any initiatives anywhere to create a html5 api for hangouts?
I simply do not want to create different apps for android and ios as well (to be frank I am having quite the difficulty to find a starting point, if you do have a pointer please do not hesitate to share)

I am starting to learn mobile programming through a Flutter course, and I had the idea of an app to fulfill a need of mine. However, I'm not sure if Flutter has a library capable of that; I searched a lot and could not find it.
Below is a drawing of what I intend to do.

Can anyone tell me if it is possible to do this with flutter or even pure development for android (then I'll start to learn this)? If you know the library, could you inform me? The apps in question are not relevant to this question, but they would be two very specific apps. The goal is for the app to work when activated and stop when deactivated, without the need for headsets.
I just wish someone with more experience could point me in the right direction.
I'm a noob self learning programmer and i'm wondering how can i make an application for mobile. As an example, so you can understand what i need (and easier for me to explain), think of an application where the user can store products and related information by filling forms (an icon, price, name, features, weight...) and then consult stored information.
For me it looks like the best way to create it is by using web related tools like HTML, CSS, MySQL...
The problem i find is that i don't know how to create a web shaped application and then turn it into a mobile app.
I'm sorry if i didn't explain the best way, but hope you guys get my point are able to put me in the right way!

P.S. Beyond HTML and CSS and a little MySQL i have basic knowledge of JS, C++ and C#.

The app you've thinking of is quite classic: You won't have troubles to find some tutorials on the web.
You can do that with either SQLite or Firebase Realtime Database, you choose.
I guess, the easiest way will be creating responsive website and then include that in your app as a WebView. However, this might give users the feel that you're just loading the website in a WebView if you don't include some features like, maybe, push notifications, update checker, theme changer, something like that.
You can alos find a lot of easy tutorials and templates to build a WebView app.
P.S.: I myself have made an Android app of my friend's blog by first making a website and then using WebViews.
I am going to develop an application for iOS and Android with Xamarin, that has to contain some posts, with the possibility to embed a link to another post (within the app) right into the content. Content should be loaded from some server.
The new Eurosport app can be a very good example of what I am talking about. Many of their news contain links to other news right inside their text, and when you tap one, you see an app's loadscreen, and then the new post shows up.
The deal is, I am almost new to Xamarin (and mobile app development in general), so I got a bit lost, and the more I google, the less I understand. Is it actually possible to achive this with Xamarin (dosen't really matter, Forms or separate platfroms), and what kind of solution it can possibly be? Maybe some frameworks like Prism, or anything else, Deep Links also seem to be sth that I can use?
Absolutely. The way I believe many apps do it is their links are actually links to their website. These links redirect the user to open the equivalent page on the app through a process called Deep Linking.

Developing cross platform mobile application
I have been tasked with looking into software products that can be used to create an application that can be ported to work on different phones.
The application needs to connect to a database. It will need to allow users to choose from book lists and then download book information that can be read either online or offline. There's no fancy graphics requirements and we are currently just looking to find out what products there are on the market that could help us.
Note we have no experience so we'll not be doing development. We just want to do some research ourselves before calling in other companies to give us quotes for the work we need.
I'd very much appreciate if someone out there could point me to some products that I could look into.
Please don't close this topic and say the answers are subjective. Yes I know that but at the same time I really need to get some ideas as to where to look.

Unity has been suggested as a tool I should look into. Does anyone have any experience with that tool?
of course you can try to use something like MonoTouch (http://xamarin.com/monotouch)/MonoDroid (http://xamarin.com/monoforandroid), etc. to create more or less similar application using C# for example. But IMHO you should develop all version separately. Because all platforms are really differ from each other.
Update: Nevertheless my answer is accepted I think it will be better to extend it a bit to make it even more clear.
I think that idea in creating "one" application for all menthioned platforms is bad for next reasons:
I've tried ModoDroid one day and I noticed that to run your application you have to install Mono run-time on users phone to run it. It adds if I remember correctly near 90mb of Mono stuff which is definitely not what user wants to when they download your 1mb appilcation.
All menthioned platform obviously has their own OS which are relly different from each other which could possibly lead to different issues, possibilities and nuances with implementation.
Each of menthioned platform has its own User Design Guidelines. So it will be strange/uncomfortable for the users to see on thier devices something they are not want to used to see.
And of course creating specific application for specific platform will give you an option to emphasise strength of specific platform. Like live tiles on WP7 or widgets/cross application communication and direct SD card access on Android, etc.

You might want to look at html5 as it doesn't sound as though your application will do anything too fancy.

Honestly, i want to know how or what to do to control sms usage based on user behavior, block incoming call or change it to auto vibrate mode without user noticed like that.
