I was trying to modify the SlidingTabLayout from Google IO app so that the active tab is always locked to the middle like in the latest Google Play Newsstand and Foursquare versions. How would I got about implementing it?
I modified the SlidingTabLayout so that the HorizontalScrollView that contains the tabs adjusts its padding based on the ViewPager's scroll offset. It took me 3 days to create an acceptable result and I hope it helps you too! If you have any questions and/or improvements, please comment!

First of all this is against google material guide line. You can read about it here.
Recently I had a custom TabLayout design work, I have red all the TabLayout code.
This is impossible to do with design support library.
Reflection is an option but leave you with a lot of work and at the end it doesn't what you needed exactly, because the design support library has not been designed for this.
I you want to do this still, you should consider creating a custom TabLayout.

The problem is that ViewBadger Removes the original View and adds Framelayout and that removed view after dynamically adding a textView. is That matters?
Yes: because You are using SlidingTabLayout. In which onTabClickListener Class is used, which checks that if a view is of type TextView. See this code below, Before adding the badview it will always show the textview, but after that it will show framelayout for badgedview.
