how to left to right toolbar api 16

I'm using NavigationView and add toolbar with include . I use android:layoutDirection="rtl" and all apis works fine but in api 16 it doesn't work.
So how can i left to right toolbar in api 16?

Unfortunately it's not possible to use android:layoutDirection="rtl" in API 16 or lower.
android:layoutDirection="rtl" was first included in API 17 and higher.

But there is always a solution in programming.

There is no way to support rtl Toolbars in APIs below 17. Try to use a custom Toolbar such as RtlToolbar.

You should understand the DrawerLayout. You can check this here: Google DrawerLayout Guide. As the note from Google Guide:
The main content view (the FrameLayout above) must be the first child in the DrawerLayout because the XML order implies z-ordering and the drawer must be on top of the content.
The main content view is set to match the parent view's width and height, because it represents the entire UI when the navigation drawer is hidden.
The drawer view (the ListView) must specify its horizontal gravity with the android:layout_gravity attribute. To support right-to-left (RTL) languages, specify the value with "start" instead of "left" (so the drawer appears on the right when the layout is RTL).
The drawer view specifies its width in dp units and the height matches the parent view. The drawer width should be no more than 320dp so the user can always see a portion of the main content.
As we can see in your xml:
your main content view is AppBar, that's not good.
Both AppBar and FrameLayout have match_parent in layoutParams, that's the reason why you got the issue.
So, how to solve it? you have to combine AppBar and FrameLayout under 1 view only (Relative or LinearLayout) and put it as the first child of DrawerLayout

1. Remove your FrameLayout from activity_main.xml and place it to app_bar_main.xml under AppBarLayout.
2. Remove attribute android:layout_marginTop="?attr/actionBarSize" from FrameLayout
2. Add attribute app:layout_behavior="#string/appbar_scrolling_view_behavior" to FrameLayout.
Update your activity_main.xml as below:

Toolbar in DrawerLayout takes up the whole area?

I've been trying to use the new design library and I have a toolbar instead of deprecated action bar. The problem is that the toolbar takes up the whole area in in the activity. I've been trying out different examples and replaced my layout files with them, I've tried different values for width and height. I have no clue why it's acting like this. and none works! What may be causing this?

DrawerLayouts should have two childs:
the content child;
the navigation drawer child,
in this particular order. By <include>ing your Toolbar you are adding a third child and that is not allowed. You should merge the Toolbar and your content frame in a single layout:

You can use toolbar just as a normal view. So you dont need to use settoolbar method.
Simply write following code in you layout:

Android, DrawerLayout + Fragments + CollapsingToolbarLayout

Is it possible to have a CoordinatorLayout / CollapsingToolbarLayout in the fragments shown in the main container of a DrawerLayout?
An answer to another question suggests that each fragment could have its own Toolbar. But this doesn't work well with the ActionBarDrawerToggle as it requires a Toolbar to link to the open/close drawer behaviour.
Has anybody achieved this, or do you have pointers about this? Thanks.
EDIT: I've been focusing some efforts in putting a single Toolbar in the DrawerLayout, meant to stay there all the time, but was not able to get it to scroll (on a Nexus5 API 22). In this question it is mentioned that the CoordinatorLayout needs to be the main view. So maybe inserting it in a DrawerLayout (as below) is not going to work.

How do I reformat the xml so that the navigation bar opens below the toolbar?

You should move DrawerLayout as top parent and move Toolbar out of DrawerLayout content container.

However, Material Design guidelines state that Navigation Drawer should be above the Toolbar.

You should simply add
android:layout_marginTop="#dimen/abc_action_bar_default_height_material"
to your layout which you are using as drawer.
This will automatically adjust the navigation drawer below the toolbar and also supports different screen sizes.

You can add layout_marginTop like this,

If you create a project as a Navigation Drawer project(Navigation Drawer Activity) it will give you four XML files at the creation in your layout folder
app_bar_main
content_main
navigatin_main
activity_main
how these xmls are linked? mostly i see include tag is used
Your Activity is linked with activity_main
activity_main has the app_bar_main and navigation_view(drawer)
app_bar_main has the toolbar and content_main by default
now lets remove activity_main and set its contents directly to app bar main and use it as the main layout for Activity.
To add the drawer under tool bar
add it under the android.support.design.widget.AppBarLayout because is contains the toolbar and its should be on top.

An Easy and Good solution is set fitsSystemWindows=false for
android.support.v4.widget.DrawerLayout
that has id as
android:id="#+id/drawer_layout"
And for navigationView set layout_marginTop as ?attr/actionBarSize that would get the actionbar size and set it as margin
