Is there any official google service from where we can download Google Play Services APK?
I am using GCM on one of rugged devices for enterprise use, and for GCM will need Google Play Services APK.
I know APK is there at apkmirror also at androidapksfree but since it is for enterprise use I cannot suggest APK from these sites or getting APK from rooted device.

No. Play Services is licensed exclusively to device manufacturers as part of the Google Mobile Services package.
I am using GCM on one of rugged devices for enterprise use, and for GCM will need Google Play Services APK.
Either switch to a device that is a part of the Google Play ecosystem, or come up with a non-GCM solution for your communications.

Google Play developer console provides an API to manage app publishing.
But, is there an API to fetch the number of installations and the ratings?
We need to automate fetching of those data with some script we could run regularly without having to manually log on to the console to fetch the data.
I have used AppMonsta. They have pretty much everything you need when it comes to app store statistics, and the APIs are well documented.
I have tried other platforms that offer the same service but IMO they offer the best API, I have tried it on an Android app. I can't remember the free tier but it was generous enough for my use case that I don't have to pay for premium.
The app reports in Google Play Console's "Download Reports" section are sent to Google Cloud Storage automatically. The bucketId of the cloud storage they are sent to is displayed on that Developer console page.
Then it is possible to download the CSV reports either using:
gsutils python tool
API for several languages

I found these paid apps on the Google Play Store on my Nexus 5X Nougat (API level 25) with an x86 system image emulator in Android Studio.
My question is is there any way in order to bypass this system on an emulator and be able to download paid apps like the ones shown in the above picture from the Google Play Store for free in order to test how they look like and function on the emulator?
No. The Google Play Store you see on your AVD there is exactly like the one you will find on a real device. Thus there is no way to get a paid app on that emulator without a credit card (or some other payment method) on hand.
No. You can't and there is no interest to do it.
What if that was your app and you were a développer ? Can you be pleased with that action ?

Lots of info about these apps needing to be deployed via the play store.
But cannot find official docs regarding if we could deploy these apps using a private custom app store....
Is there some kind of dependency between instant apps and the google play store?
Anyone have a pointer?

They announced this feature in Google I/O this year. They haven't released this to all developers but have a signup form for early access. You can find out more here.
At the very least, it will probably use Google Play Services, I think. Confirmation on it being Play Store only will probably come in the future once they open up SDK access to the public.

Is there an API/service that can provide an up to date snapshot of all Android apps on google play marketplace?

There is no official Google Play API that provides data like this. If you want to index Google Play, you will have to crawl it manually.
If you want to open up lists in your app, then you can use the URLs given here.
Check with the Google Play Terms of Service first:
3.3 You agree not to access (or attempt to access) Google Play by any means other than through the interface that is provided by Google, unless you have been specifically allowed to do so in a separate agreement with Google. You specifically agree not to access (or attempt to access) Google Play through any automated means (including use of scripts, crawlers, or similar technologies) and shall ensure that you comply with the instructions set out in any robots.txt file present on the Google Play website.
However This is an unofficial open source API for the android market.

I am developing an application for both: iOS and the Android platform which sells actual items.
Is there any API that users can use to pay with a credit card for online purchases that I can use with my application?
I'm looking for some API similar to paypal: https://www.x.com/developers/paypal/products/mobile-payment-libraries but I need a credit card version.

This is the android API for In-App purchasing. This is a tutorial for iPhone in app billing.
Apple requires that all in-app purchases on iOS be processed via their App Store.
Urban Airship has an API that can be used for processing payments on both Android and iOS (via the App Store).
