Is there an API/service that can provide an up to date snapshot of all Android apps on google play marketplace?

There is no official Google Play API that provides data like this. If you want to index Google Play, you will have to crawl it manually.
If you want to open up lists in your app, then you can use the URLs given here.
Check with the Google Play Terms of Service first:
3.3 You agree not to access (or attempt to access) Google Play by any means other than through the interface that is provided by Google, unless you have been specifically allowed to do so in a separate agreement with Google. You specifically agree not to access (or attempt to access) Google Play through any automated means (including use of scripts, crawlers, or similar technologies) and shall ensure that you comply with the instructions set out in any robots.txt file present on the Google Play website.
However This is an unofficial open source API for the android market.

Google Play developer console provides an API to manage app publishing.
But, is there an API to fetch the number of installations and the ratings?
We need to automate fetching of those data with some script we could run regularly without having to manually log on to the console to fetch the data.
I have used AppMonsta. They have pretty much everything you need when it comes to app store statistics, and the APIs are well documented.
I have tried other platforms that offer the same service but IMO they offer the best API, I have tried it on an Android app. I can't remember the free tier but it was generous enough for my use case that I don't have to pay for premium.
The app reports in Google Play Console's "Download Reports" section are sent to Google Cloud Storage automatically. The bucketId of the cloud storage they are sent to is displayed on that Developer console page.
Then it is possible to download the CSV reports either using:
gsutils python tool

The goal is to get user's payment card data in iOS/Android apps, but not by just having them enter it. I'd like them to be able to use a platform-wide context which already keeps the payment card details. Much like the Payment Request API on the web.
I looked at ApplePay and Google Pay but they don't seem to directly provide the payment cards details.
Is there an alternative?
Google Pay and Apple wallet would be closest to the linked payments request api on the web. But keep in mind that even those wouldn't give you the card data directly.
Google Pay only works with specific 'Google Pay Processors' which handle the actual transaction (See list of processors here), so you never get the actual credit card data and cannot perform the payment processing yourself.
I assume Apple has the same restrictions.
Another issue you might have is that they are not globally supported.
Have you thought about using paypal maybe? Found a cordova plugin here.

Lots of info about these apps needing to be deployed via the play store.
But cannot find official docs regarding if we could deploy these apps using a private custom app store....
Is there some kind of dependency between instant apps and the google play store?
Anyone have a pointer?

They announced this feature in Google I/O this year. They haven't released this to all developers but have a signup form for early access. You can find out more here.
At the very least, it will probably use Google Play Services, I think. Confirmation on it being Play Store only will probably come in the future once they open up SDK access to the public.

Is there an autocomplete api for google playstore? I searched google but there hasn't been any reference to that api. I checked in my google's api console, but the only thing I found is the "Google Play Android Developer API" which according to google "the API allows you to check the status of or cancel a user's subscription purchase."
I need this for an android app that I am designing.

There is the unofficial Android Market API, which is not supported by Google. Other than that, no, there is no other API, and there is no official API at all.
So, to answer your question, no, there is no autocomplete API. You may be able to HTTP request the online version of the market, but this would be difficult at best (the requests, the parsing, the... ugh...).

We have an Androïd app on Google Play and I'd like to retrieve the sales report programmatically.
Apple provides the Autoingestion tool which allows a Java app to retrieve them, and there's even a Ruby port :

Google Checkout (which is used by Play for billing) has an API, but you need a merchant key to use it, and it is not available in all countries.

As someone pointed out below, Google Checkout has been discontinued. The new Google Wallet site does not offer a real API, but you can download your reports, which are stored on Google Drive, using the Google Drive API or command line tools. Reports are in CSV format, so they are easy to parse.
Additionally, the Google Play Developer console now shows sales data. Checkout the Andlytics app, it can fetch and display sales numbers (available in the alpha version). It is also open source.

I only have seen Apps that show a webview of the Developer Console. I noticed the URL to the statistic is always the same, year + month, so you could try and read this in. Sadly it only shows sales and not downloads.
