I am stuck at generating API key for google map but somehow I came to know Google has just changed policies for APIKEY. Can't I get the API key for free use because it's showing me to enable business account?
Since July 16, 2018, the Google Maps API does not allow freemium without creating a business profile, including the requirement of a credit card for billing.
From there, you will be able to use the old 2,5k free queries per day, but at the moment you cross that line, you will pay for the service.

I don't have a billing account but I still have access to Google Cloud Platform and I can make API keys for my Android project,
I already have two API keys and they seem to work but when I add them to my project I get an empty activity at first and then the cashed map loads (I'm doing a zoom-in animation to a certain location but map only loads after the animation ends ) and I tried to put a made up API key instead and still I get the same behavior so that confirms my theory that the API keys I have from google are not working.
My question is Do I have to have a billing account to use Google Maps API keys? although the gave me two keys and they seem to work
and is there a way to test API keys outside of the android studio to know for sure?

To use Google Maps Platform, you must have a billing account. The billing account is used to track costs associated with your projects. Make sure you understand how the billing account credits work.

I'd like to add an API_KEY for GoogleMaps for testing and in documentation I've read this :
Tip: During development and testing, you can register a project for testing purposes in the Google Cloud Platform Console and use a generic, unrestricted API key. When you are ready to move your app into production, register a separate project for production, create an Android-restricted API key, and add the key to your application.
My question is, do I have to put my Credit card even if it's a testing API_KEY? I do not get the purpose to put my Creadit card to use Google Maps, isn't it free?
There seems no way to have google maps api key free without credit card. To test the functionality of google map you can use it while leaving the api key field "EMPTY". It will show a message saying "For Development Purpose Only". And that way you can test google map functionality without putting billing information for google map api key.

As of June11, 2018 it is now mandatory to have a billing account to get API key. You can still make keyless calls to the Maps JavaScript API and Street View Static API which will return low-resolution maps that can be used for development. Enabling billing still gives you $200 free credit monthly for your projects.

As long as you're using a testing API key it is free to register and use. But when you move your app to commercial level you have to pay for it. When you enable billing, google gives you $200 credit free each month that means if your app's map usage is low you can still use it for free even after the billing enabled, if it exceeds the credit limit now you have to pay for it.
You can test it:
It will show a message saying "For Development Purpose Only". And that way you can test Google Maps functionality without putting billing information for the Google Maps API key.

Firstly Google cloud billing account loaded a $300 load(for trial purposes) to your account after that they start to charge any if you will allow them else they will not charge you automatically. So for admob you can use a parent's or guardian's assistance (so they will earn the money on their account), while on Google Wallet it seems that you can't earn money under 18, you can probably get a parent/guardian's assistance as well.
Keep in mind you don't need Google Wallet for free apps, I've uploaded many free android games but I'm not allowed to own Google Wallet where I live. You only need it for paid apps (or in-app purchase), you don't even need it for ads (like admob).
I have also wondered about this, but the simple answer seems like no unless you were to have your parents to do some parts for you.

That is only to use Google Play. On the other hand to become a developer, in order to distribute your application (Most likely a android app), you would have to pay a initial 25 dollar fee, and go on with additional steps, as shown here
In order to pay the initial fee, you would have to prove a valid credit card information which requires you to be the age of 18.
On the other hand, for AdMob you would have to read their own license and term of services just like you would for any third party application or service.

Situation:
Our company has an application in Google Play. Application uses in-app purchases and information about payment transactions are shown in google checkout.
Our company used in-house analytics system to see how many payments are done, how much money we got, etc.
I need to create some way to fetch information about payments from google play/checkout(#1) to our system (#2).
According to research in Internet, I found following ways to do that:
Polling API
Notification History API
Order Report API
All this sysstems will work for me, however, I need somehow to get Merchand Key in order to be able to request data from system.
Merchant key should be located in Settings -> integration, however, our company google checkout account has no "integration tab". According to interenet, reason is that we are not "standart merchant but google play merchant".
Questions are:
How to get information from google play about payments ?
Is there any other way to do such thing, for example directly from google play ?
Or, is there any other way to get merchant key ?

I have gone through the Android documentation and other blogs related to using the Places API in an Android application. Everywhere it suggests to use the API_KEY to call the REST service. The API_KEY being the same throughout the project/application. There is a limitation of 1000 requests per day.
Now if my application is installed by many users, then the request limit will be easily exhausted if the same key is used by everyone.
There would be some way to generate the API_KEY for individual user. But how can I take care of it in my code?
You can have the quota raised to 100,000 requests a day if you verify your identity:
Users who have verified their identity through the APIs console are
allowed 100 000 requests per 24 hour period. A credit card is required
for verification, by enabling billing in the console. We ask for your
credit card purely to validate your identity. Your card will not be
charged for use of the Places API.
You'll find this information and more if you go to the Google APIs Console, select Services and click on the Pricing link on the Places API line.
100,000 requests a day is a lot and should be sufficient unless your app is extremely popular. And I don't think that creating several user to generate several API keys will be possible without violating Google's terms and policies.
