Google checkout transactions for google play account - android

Situation:
Our company has an application in Google Play. Application uses in-app purchases and information about payment transactions are shown in google checkout.
Our company used in-house analytics system to see how many payments are done, how much money we got, etc.
I need to create some way to fetch information about payments from google play/checkout(#1) to our system (#2).
According to research in Internet, I found following ways to do that:
Polling API
Notification History API
Order Report API
All this sysstems will work for me, however, I need somehow to get Merchand Key in order to be able to request data from system.
Merchant key should be located in Settings -> integration, however, our company google checkout account has no "integration tab". According to interenet, reason is that we are not "standart merchant but google play merchant".
Questions are:
How to get information from google play about payments ?
Is there any other way to do such thing, for example directly from google play ?
Or, is there any other way to get merchant key ?
I am totally newbie in Android or google play so desperately need help.

Easier way to publish an APK to Google Play on behalf of public clients

There are a lot of answers out there for how to publish an APK on Google Play, they involve the following:
Creating a Google Play Developer account and pay $25
Create a Google Developer App Project
Enable the Google Play Developer API is enabled on the project
Create a service account on the project and ensure that a role is selected during that process (got tripped up here myself when I didn't add a role)
Link the Google Developer App project to my Google Play Developer account and select the service account.
All this seems very technical and complicated when I'm trying to create a service where my clients can go to my site, create a simple mobile app and publish it on Google Play. I'm not expecting my clients to be technically minded so expecting them to do all this seems like a stretch too far.
Is it possible for me to get my clients to sign in with their google play developer account and do the other parts on their behalf for them? Or is there a more simpler way? Or can I publish their APK's on my Google Play Developer account and manage them for them?
Pushing apps to Google Play on behalf of clients is specifically forbidden by Google Play policy. You should carefully review the Play Policy on repetitive content otherwise your clients may not be happy when their apps are taken down.
"Apps that are created by an automated tool, wizard service, or based on templates and submitted to Google Play by the operator of that service on behalf of other persons are not allowed. Such apps are only permissible if they are published by an individually registered developer account belonging to the user of the automated tool, not the operator of the service."

Does using google FCM for business App requires registration fee?

I want to use FCM(Firebase Cloud Messaging) in my organization's internal App which is not going to be hosted on google play. Does it require any kind of payment? I searched about it, all the searches pointed to google play developer console which charges $25 as one time registration fees. I assume registering on google play developer console is required when we want to host an App on google play. Correct me if I am wrong.
Currently I am able to use FCM in the App just by signing in using my gmail account. I want to know whether payment is necessary for using google FCM service in the App.
As already mentioned in the comments by #jankigadhiya, FCM service is free of charge, though there are premium packages, as seen in the Firebase Pricings page.
The $25 registration fee for the Google Play Dev Console is only necessary IF you are planning to publish your app via the Google Play Store, as described:
Google Play Developer Console enables developers to easily publish and distribute their applications directly to users of Android-compatible phones.
Most of the perks/advantage when registering are for apps who's target is the public market. Since you're app is for internal use only, the advantage I think you can make use of should you choose to register for a Google Play Dev Console is Viewing the App Performance Statistics.

Allow users to buy additions to my app via google - Android

I have looked around on the internet and cannot find anything on this topic. If my app is a game and I want users to buy tokens from me for a price and they pay one dollar for 100 tokens, how can I make my app communicate with google and bring up a menu so they can purchase through google? Is there any tutorials on this subject?
To make sure people understand it, If my app has an Activity which has a button that reads "100 tokens for 1$" Then another button that reads "500 tokens for 2$" and they click either button, it will bring up a google popup that says purchase. Then it uses their google account information through the app market to purchase the tokens. Many apps have this feature so I hope you know what I am talking about.

Also, I have looked at In-App Billing and they say you must post your app on the Google Play market complete the In-App Billing process. How can I add my app to Google Play without users being able to download or even see it. I want to upload for only developing reasons
In-App Billing is indeed the correct approach for having user purchases within your application. As you mentioned, this is only available via Google Play published apps. However, if you do not want to publish your app publically, you can use Google Play's Beta-testing program to upload an app to Google Play but only make it available to a specific group of people (those who you allow to join a Google Group or Google+ Community).
As long as you never publish a production version and only publish to the alpha/beta channel in the Google Play Developer Console, then you can create an app that utilizes In-App Billing without being public.

Is it possible to get list of in-app purchases from Google Play API directly to my server?

I need to integrate google play in-app purchases with my server-side billing.
Any way to get list of in-app purchases via some Google Play API to my server without client app in between?
Tried to find anything relevant in documentation and all I found is status check API which gives you status of specific purchase, but I need to get list of purchases too.
Okay, it's possible via Callback functions in Integration tab of Settings page but only if you have classic Google Checkout account.
If you just registered as Android Developer — you have a different type of account and those options are unavailable for you.
No way to sign up for classic account as Google Checkout is being substituted by Google Wallet and no way to change account time once you are registered.

Android and Google Wallet - mandatory for one time purchase?

Is the Google Wallet online payment system on Android phones mandatory for e.g. movie, songs or game levels purchases in a similar way the Apple’s In-App-Purchase is on iOS?
According to the information here “Developers offering additional content, goods, or services for an application downloaded from Android Market must offer an authorized Payment Processor as the payment option“.
Our understanding is that if user has installed an application, which plays movies and users pay per single movie view application needs using the Google Wallet otherwise it can be removed from Google Play. Is that correct?
Similar situation is within game if user wants to pay for the additional level. Is that correct?
For subscriptions it is not required to use the Google Wallet (again the similar situation is on the iOS).

I had an app that had LogiaMobile billing integrated and was rejected from Google Play for that very reason (it was in Sept 2011). The app tried to bill users when they wanted to download videos.

My advice would be to always integrate Google In-App billing (now v3 is far more confortable to work with).

'Google Wallet' is a confusing name, because it may refer to different thing. First there is the Google Wallet app that lets you pay with your phone via NFC. You certainly don't need this to buy things from the Play Store and it is supported only in the US, and only on a limited number of devices. Google Wallet also refers to Google's online payment system (aka Google Checkout). You need to register your credit card with that in order to make purchases on Android. It serves as the 'authorized Payment Processor' in most case. Other ones being carrier billing on supported carriers.
