I have finished my project and I want to publish it on the internet. I have tried Google Playstore as well as different publishers, but I need to pay 25$ for a licence. Is there any free alternative.

There are alot of alternatives . I would recommend Amazon app store. But Google's play store is worth it. Since it's just one time payment unlike apple store

You can publish your app on Google Play as beta and invite whoever you want.
A little bit faster method (but also a little bit more complicated to final user) is upload it also as beta on Fabric Beta (https://docs.fabric.io/apple/beta/overview.html)
If you want it to be fast choose Fabric Beta.
You can start a closed beta limited to a list of emails or an open one where anyone with a link to your app can install it.

I don't think it is possible to do that with Google Play. Have you tried HockeyApp?
EDIT: It is possible to use Google Play, although the people in you ur group don't need emails for HockeyApp. Sorry!
I have recently developed an API which can be used in Android applications. Could someone please let me know how I can make it available on Google Play? As far as I know, we can only upload apk's on Google Play and am not sure how to make api available.

You can't. The Play Store is for apps, not programming libraries, and I assume that your "API" is in the form of a JAR or an Android library project.

The category tools in Apps is your best bet. Thought I would suggest actually promoting it yourself on a dev forum such as xda-developers or such. As you may not see much tracking otherwise.
Is there any way android provides to restrict my custom application to get it published other than Google play store? And this app will not be a paid app so I can't use LVL feature and as per below discussion, we can't publish free app with licensing check:

It doesn't matter. If you're worried about someone injecting malware into your APK just think- they can just as easily lie, say that they're your app, and upload pure malware. They don't actually need to be your app.
Beat them to it. Publish your app on the alternative app stores so that when they try to upload the package name is already taken by your original, clean version.
Here's an idea. Get the installer from here when your app opens and check if it is from Google Play by comparing it to com.android.vending. If it is not, block any use of the app.
But of course hackers can still download your app, remove this kind of security and upload it to other stores. But I guess this can give you an idea? Also Gabe Sechan's answer is possible too.

There's also Andspot and Pdassi. I haven't tried the second one but I uploaded my app to the first and haven't gotten a single download from it.
You can also just put your app on a website with a download.
The problem with all of these options is that they aren't nearly as visible as the android market and you wont get nearly as many people using your app.
