I just want to know is there any way to compile and run my android application codes online, without installing the SDK on the computer ?

Nitobi, the company behind Phonegap, has an online compiler for Phonegap applications.
It enables you to compile native applications based on HTML/Javascript, with some APIs to access device functions such as camera and accelerometer.
It supports Android, Symbian, Palm and Blackberry. It's a closed beta at the moment, but you can sign up for an invitation - apparently new users are invited weekly.

For any kind of development you will need an SDK to develop / compile the programs.

Not really, I don't think so. Even if there were such a location, you would not be able to use Android debugging tools, which are very handy for development.
You may want to look into App Inventor . It is probably as close to an install-free development environment as you get. Of course, it is also much more limited than native Android programs.

Start making IOS app from Android app

I've been working hard to finish making my Android app, and now it's time to make an IOS version too.
I've noticed that Mac computer is needed to start with IOS apps, so I came into few questions since I don't have any Mac device in my home:
1) What is the most affordable developement enviroment for IOS developement?
2) Is there any tool or guide for Android --> IOS?
3) What is Xamarin? Does it allow to build apps for android & IOS together? and how effective it will be since I already made my Android app via Android Studio?

1) You can have a look for OS X servers http://www.macincloud.com but in the long term I think it would be time and money saving to just buy a second hand Mac computer or a Mac Mini for 500 dollars or so.
2) They use different syntax and different APIs, so you won't be able to reuse most of your knowledge, I'd recommend you to have a look to the iTunes University Stanford videos.
3) Xamarin is a mobile cross platform framework, the main advantage is that your code is converted into native one, so the final touch uses real native components. In that case you have to use C# for the development and, of course, redo the whole project.

Converting android app to ios

I have one simple question, that is can I convert my android .apk app into ios using any software? If yes, then please give me the name of that software. If any alternative method for that please guide me.
Google has a tool to convert the back-end, nothing for front-end though

There is a new startup that clains to convert the APK to IOS.
It's called MechDome.
The goal is very simple and attractable:
Reduce time to market by eliminating cross-platform development. Automatically convert your existing Android apps to high-fidelity, native iOS apps.
There is nothing out there that would convert apk into ios app. To my knowledge there is also nothing out there that could translate android code to IOS. The operation is simply too complex for a simple tool to manage.
However, there are tools you could use to make your apps (developed by you) work across multiple platforms. I'm sure there are more, but here are 2 of them I found in minutes (look into them if you are interested): Apportable, Phonegap (discontinued as of 2020/03. It was made obsolete by ProgressiveWebApps - PWA).
In past decade or so WebApps have been picking up for anything that is not too graphically demanding as they can run on anything that has a Web Browser. With this style devs pretty much open their website in a platform-specific executable and it looks like an app.
As for your existing app depending on complexity of your software you have to rewrite from a little to a lot of code to adapt to IOS APIs.
In short: No. Unless your app is build on multiplatform framework, converting means manual adaptation.
There is no known way to convert an android app to iOS. MechDome which is a Developer Tool that Automatically Converts Android Apps into iOS Apps seems to have stopped as of 30/03/2021. link
However if it is your plan to launch android and iOS app from one coding project, use Flutter which allows you to launch on both platforms simultaneously.

Iphone and Android mobile development - Getting started

I'm a web developer in ASP.NET, C# and looking to start some mobile development. I'm aware Apple uses Objective C and Android uses Java, is there a way to create an app for both platforms or do I need to buy a Mac and some books on objective c and Java?

You can use http://phonegap.com/ or http://www.appcelerator.com/platform to write cross-platform apps.
Rumour has it that Delphi XE3 (Due to come out soon) can be compiled onto Apple, Android, Windows 8 etc.etc. so if you can hold out a little longer that should be good!
For now, you are better using a mac (with XCode) to program for IOS or OSX as Apple is very particular and you need certificates for devices, projects, development and distribution etc.etc.etc.
Android i believe you have a bit more play with, but at the moment it is 2 seperate languages. Check out the DEV centres:

There are ways to create apps for both platforms, especially if you know web technologies : PhoneGap and others.
But like specified in the doc, you will most probably need an actual mac if you want to build to iOS

You could use PhoneGap or Appcelerator. Haven't tried them myself, though. But with those tools you could build for both Android and iOS.
Since you are a .Net, C# developer, i recommend you to use Mono for Android, it comes with cost but will save you time and easy to deploy

The best way to be truly cross-platform is to develop for the web. I would include this in your consideration of development strategies, in addition to PhoneGap and Titanium, as Peter mentioned. You do not have as much access to core OS features, but that is improving all the time (see http://mobilehtml5.org/). Whether or not this is feasible depends on what you are trying to accomplish.

Best language for multiple platform software

This time I'm trying to make a software that can be used on iOs, Android, as standalone software, as a web app, and I want to know if there is a way to make a base code in one language and with little effort and minimum changes use it to compile it for all the platforms. I was thinking in c++, but is there a better option?

Seems rather obvious to point out, but you Adobe Air can do each item in your list using the same code. The language behind it is Actionscript and is object oriented. From the same code, you can output Flash for web, Android apps, iOs apps, a standalone Air application for desktops. You can develop in Air using a Mac or PC.
(If you are using a PC to create apps, for uploading to iTunes, you need a Mac, but you can rent a virtual Mac from http://www.macincloud.com, which works on a PC. You will have to use the Mac to create your certificates and upload the IPA file onto iTunes, but it works perfectly without the expense of buying a Mac.)
You could also consider going as a service on the web. Otherwise, c# is a good all way to go. There are sites that will alter different sources of code to different outputs.
jQuery mobile also good framework for multiple mobile platforms. link to website. We are using this for same purpose. So far everything good.
I'm surprised that no one has mentioned this yet, but Unity should be your go-to for cross-platform app creation. Nominally, Unity is for cross-platform game development, but its expansive libraries allow for robust general-purpose program development. Unity provides you with great tools for building UIs, and it has an active community of developers.
Using C# will get you Android, iOS and Windows Phone if those are key platforms for you. Using Mono / Xamarin you can develop apps in C# / .NET.

Best platform for programming to IPad and new Windows and Android Pads

would like to build an app that can run on any of the new PAD's hitting market.
I don't want to limit our users to a specific OS.
What is the best solution to allow all these pads to use our app.
The app needs to be able to run offline.

Have a look a MonoTouch, it will let you write all your logic in C# over all the main mobile platforms. However you still need custom UI code for each platform, but as least it will all be in C#.
(Better then having to use C#, Java and Objective C)
You could use Adobe Air that could works in most of Mobile/Tablet operating system Iphone,Android and Windows 7. but im not sure if Apple will approve your App if you plan to released to the App market.
Another way to think about it is to create an HTML resources and then integrated in away seems native to the system its more work but you will have a higher chance to get approved from apple and the app look more integrated with the OS .
The obvious -- and currently free -- answer is to use Adobe FlashBuilder to develop iOS apps. There is an iPhone and iPad emulator included. This does not use xcode, but you get most of the features to work with, and you can also develop Android apps from the same set of code. Further, with minor modifications for mouse usage, you can also have the apps run on any desktop as an Air app.
Adobe's website has detailed directions for how to create iOS apps on Windows with Adobe Air, though the most useful instructions for Air are from untoldentertainment.com.
