I have a project that I need to upload to the market. What is getting my really confused is the signing. I've seen lots of different tutorials all using different methods and the official Android dev site makes it worse. I've tried a few but they either don't seem to work or I don't really understand the process.
Are there any developers who can provide a easy to understand step by step link or tutorial that they have used (or created)?

The easiest way I know is the eclipse method. Right click on your project -> android tools -> export signed application package.
The rest is done by the assistent.

Ok, it's clear by question heading that I want to create android apps with HTML,CSS and JS. I know them very well and I just don't want to use SDK it's bulky, hard to understand and not User friendly just like other google products.

So whilst you can easily code your entire project just using notepad,
compilation will need the Android SDK.
I just want to do it online or by installing a less bulky software that just packs my app in apk (like a zip). I know it's too much but if someone know how to do this exactly.
I'm pretty sure you need to use some Java to give your Android app functionality. JavaScript might work, but it depends on what exactly you want to do.
You also need other SDK tools to create APK packages. You could build your own tools to do that, since APKs aren't black magic (fortunately), but it would be tedious, cumbersome and fragile.
It's a lot easier to use an SDK to me.
I went through some documentation regarding Phonegap. Coming from an Android background, I wanted to try out phonegap so that I could develop multiple-platform apps relatively fast, however I am uncertain on a specific point. Is it possible to install phonegap on eclipse and code a multiple-platform app from there? Or do I have to stay installing xcode, visual basic etc and coding for every one?
Can someone kindly indicate what the best practice is in this situation?

to upload the code which is under www folder to Phonegap site.
They will provide you multiple builds directly. Or if you proceed
separately like Android above then you have to generate separate
builds with separate ides available like eclipse for Android and xcode
for iphone.

When you will download PhoneGap that will be included with an example just import that example & run that example in eclipse & go through all the files available in that Project . So that you will understand that which files you have to put where & how .
I want to modify the core applications like Settings.apk and install on my own android phone.I don't want to publish it on market. I have following doubts

Keep in mind that the packages there might not be the ones on your phone as each vendor can provide a replacement of their own, the Camera for instance is almost never the google app.
You will also have to decide which version you want since each OS version has revisions that take advantage of newer API's etc.
As far as what you need pretty much the same thing you need to build android apps, eclipse, the sdk, tools etc. http://developer.android.com
You will of course have to remove the application from your phone before installing the new one since your signing certificate will not match. There can be difficulties when you swap out your own version so be sure to save the original.
Is there a better way to test apk files without actually having to buy an Android phone?
I have to test several apk files and i don't want to use the Eclipse to do this as it would be a lot of downloading just for testing as i don't even want to code.
I am looking for an application which would provide an interface which would ask me which version of Android do i want to run and what screen size do i want and then install the apk for me that i want to test?
Is there such a software available?

You don't need Eclipse to run the emulator. You can simply download the android SDK HERE. After you've extracted the SDK, run the file "android" in the tools folder (in linux at least), download which platforms you want to use (1.6, 2.1, etc) and create an emulator. It's fairly simple to do.

it seems that I'm not the first one, but I don't find anything that helps. I'm new to Android and would like to develop a real simple photo sharing app (three tabs: camera, gallery and upload to Picasa) to start off. Unfortunately the Google Data APIs for Java, don't run on Android and I didn't find a good tutorial for the newer Google Data API. I also couldn't get the Android Picasa sample to run: Eclipse complains about a buildpath error, but doesn't show what exactly is wrong.
I'm looking for an easy tutorial how to use Picasa with Android. Anyone has some kind of "middleware classes" between the old and the new API which one can use. How do I fix the buildpatj problem to run the sample or how in general can I import external JARs to my Android project.
