I got several times the same INSTALL_FAILED_INSUFFICIENT_STORAGE error.
I deleted and recreated a new AVD but it's the same.
To have it running normal I have to start from the shell because if I start from SDK and AVD manager or just pressing Run in Eclipse it start but gives me this error.
I tried to change cache partition size in the hardware options but nothing happen.
Is there a way to increase the emulator storage permanently without to use the shell every time?

I had the same problem. I opened the AVD manager, I wiped the data of the emulator, then I did a cold boot and the error went away. Now it works fine.
1- Try wipe data, i have faced this problem before and this was the solution.
2- Check if there is any update from SDK Manager.
3- Deleting this emulated device and recreate a new one may help you.
clearing launcher app data may help,
adb shell pm clear com.google.android.apps.nexuslauncher

When I ran my android emulator, I got the following black window. I waited for a long time and nothing came up.
There is also no logs in the eclipse console.
I am sorry this is not informative.. If you point me to a location for log files I would love to prove more information.
[EDIT] sorry if I weren't clear. I meant to ask, for thsi sort of emulator problem, other than trial and error, how do I really diagnose it? where is the log file I can trace down to?
I had the same problem on OSX, I've solved that by :
Go to .android directory (in my case it was Users/<username>/.android
Go to avd folder
Find the emulator that won't start (directory name will be the same as emulator)
Remove all .img files from there. Do not remove .ini files.
Try to run the simulator again.
This can be because you do not have enough RAM. It does take up a lot of time to start up if you are running it for the first time. What I suggest is using Genymotion as it is way faster than Android stock emulator.
If you insist on using the stock emulator, make sure the save snapshot option is checked so that the emulator starts up faster the next time.
When I try to debug using one of the configurations that I've set up (for example Android233), the emulator never actually launches. I just see a little green icon in my task bar that says "launching Android233," but it never launches. I've let it sit there for hours and it never does anything. I don't know if this is related, but my emulators don't show in device view in the DDMS perspective. I have a physical Android device, which shows up in device view. My question is, what is happenin' and how can I fix it?

I thought I had the problem figured out, but it stopped working again. Here's more information: When I run my debug configuration, in the lower right corner of my Ecplipse windows it says:
"Launching MyDebugConfig (100%)" and then there's a green icon next to it.
I looked in task manager and the emulator is not in there. I looked in DDMS and my AVD is not listed and there is nothing in the LogCat or Thread or anything else for that matter. I have my debug configuration set to prompt me to pick a device, but it never does that. It just loads my AVD, even if I have my phone connected (which is visible in DDMS). I'm so stumped. I've had this problem since I started using Eclipse and I don't know what to do.

Go to DDMS Perspective =>Click View menu=>reset adb
If Your genymotion virtual device is not seen in android device monitor then just try this.
1. start android studio
2. start Android Device Monitor
3. Lastly start the genymotion virtual device it will appear
The emulator won't show up in the DDMS section until its running.
The emulator won't lunch probably because you misconfigured it, currently the lunch dialog of the emulator doesn't support error messages, however you can get the lunch stack trace while you try to lunch the emulator via Eclipse.
Disconnect your physical device, run your project and select the emulator. you should see an error message on DDMS console.
If you in Windows try run (after starting emulator)
adb.exe kill-server
adb.exe start-server
and wait for restarting your adb
I'm using the Android emulator running API version 15 from the SDK tools and in the console I'm getting this error:

I can't click on anything obviously. I googled it and the only solution is to delete the emulator and recreate it. This works for a while but then I have the same problem again.
Does anyone know what causes this error and how to fix it?
You can try the following to clear the old data and applications (your emulator will return to its default settings and data)
Tools --> Android --> AVD Manager
Then select your Emulator
From Actions column hit the arrow and select Wipe Data
I was facing same problem, There is Nothing RAM problem.

Go to Tools -> AVD Manager ->Find the emulator which you are having this error -> Right click on your emulator and click on COLD BOOT NOW.
i probably figured it out. try this:
While creating the android virtual device, you must have given its size in KIBs or upto 32 mibs as shown in one of the tutorials on web.
now delete the previous device and make a new device giving its size as 512 MIB. It solved my problem.
Hope it'll work for you also, just give it a try.
I have ran into the same problem and I realized that I had dedicated only 256 MB of RAM for the virtual device. It had simply run out of memory.
Here's the solution:
-Go to Tools -> Android -> AVD Manager
-Find the emulator you are having this error on.
-Click to the "edit" button next to it. (In 3.0, this appears as a green pencil)
-Click "Show advanced settings"
-Scroll down and assign some more RAM to the device, 1GB should cut it, 2GB is definitely enough if you are running a simple app. I would also recommend assigning 512 MB of heap.
-Hit finish. Exit the emulator and restart it.

this is a bug in android emulators. i also had the same problem. use 64bit linux for development to minimize such issues.
** freezing problem is there on 64-bit linux machines also, but the frequency of such problems is highly reduced. also emulators behave notably faster.
Sorry, I don't know whether this will help you... I had many problems when I try to run the emulator in Apple Mac mini. Whenever I run the emulator, machine asked me to restart. When contact Apple support, they told me it's a problem with less Memory. Just check and see how the memory is utilized by the emulator.
This is a common issue if you not provide enough resources to your virtual device or your virtual device is stuck some how.
Any one of these solutions should work
if you don't have anything useful in your virtual device, you can wipe it. by simply going to
Tools > Android > AVD Manager
Then select your virtual device
Right click select Wipe Data
Each time you start a virtual device it maintain state and pre installed apps in its memory so a cold boot will also be a good option.
to cold boot simple follow first two steps from above and select Cold Boot Now.
Now you are good to go!
I went through the simple hello world application on the android developers forums to an absolute T. But, when I start the emulator all it comes up with is a large black screen that just says ANDROID_. The '_' is flashing. Does anyone know what may have caused this or why it is not working.
It can take a while to start. Remember it is emulating an ARM processor so that can take a while depending on the specs of your machine. Start it and give it 5 min. If it hasn't come up by then you may want to close and restart. While it is starting up, if you open ddms you can follow what is going on in logcat.
Good news is that if you enable snapshots, once you get it started and saved (it does this on its own). Subsequent starts should be pretty quick.
For some reasons, the android emulator does not work properly on any of the laptop's i have. It lags even on my high end laptop with 4 gb Ram, i5 processor and 1 gig graphics processor, so i connect my phone using usb cable, enable debugging mode and run the app on the phone from eclipse. You will need a working adb connection as stated on android developer website though. It works pretty good and is way better than using an emulator. :)
It takes about 3 mins for the emulator to load on a laptop. Wait for about 5-6 mins if not. close it.
In case when you restart still you get the same, go to AVD Manager delete the image and create a new one.
As the others have said, the emulator is very, very slow to start up. It can get wedged on startup for me, every now and again, but shutting it down and trying a second time almost always works. And yes, you can leave it running the whole time, but note that Eclipse and/or ADB can get wedged as well. You'll see logcat stop updating inside of Eclipse. I can usually get it restarted by doing
adb kill-server
adb start-server
Sometimes, just doing an adb logcat on a command line will get things moving again. Good luck.
