You can add headerView in your ListView.

RelativeLayout has child views specify their position relative to the parent view or to each other (specified by ID). So you can align two elements by right border, or make one below another, centered in the screen, centered left, and so on. By default, all child views are drawn at the top-left of the layout, so you must define the position of each view using the various layout properties available from RelativeLayout.LayoutParams.
For put your InnerRelativeLayout layout at Top add android:layout_alignParentTop="true" to your InnerRelativeLayout and remove android:layout_alignParentBottom="true"

Make the outer RelativeLayout into a LinearLayout with orientation vertical. Then, for the ListView set layout_height as 0dp and layout_weight as 1. The ListView will fill up all the remaining space in the LinearLayout without overlapping other views.
Also, stop using fill_parent, it's been deprecated and you should use match_parent instead.

Why TextView is not centered vertically?
You have "wrap_content" on the layout_height of the TextView = there is no space to center vertically on since the TextView is wrapped tightly.
Try changing the layout_height to "match_parent" or place gravity="center_vertical" attribute in the LinearLayout instead.

the answer is really simple: you have to add this to your TextView's XML:
android:gravity="center"
Currently you're not setting the text's position in the TextView but just the View's position.

I am having issues with creating a menu (not menu when you click menu button -- but menu as in the welcome screen to select items). I went to ImageView and TextView float (left/right) Android and I did not solve my issue. I would like to create at least five or six options to select from on this menu class. Why don't you use a LinearLayout (like a vertical one with severals little horizontal ones inside, each with a TextView and an ImageView) ?
Anyway, if you want to use RelativeLayout you should use something like android:layout_toRightOf, android:layout_toLeftOf, android:layout_above or android:layout_below in your xml to place your elements.
I advise you to take a look at http://developer.android.com/reference/android/widget/RelativeLayout.LayoutParams.html if you don't know those parameters.
You use a RelativeLayout but you don't place elements with reference to each other.

I have a header for a list that contains two image buttons. I want one of those image buttons to be on the left, and the other to be on the right. As kabuko wrote, the RelativeLayout width is equal to the parent width. When we have a child view inside that RelativeLayout, we can use the android:layout_alignParentXXXXXX="true" parameter in order to align it (the child) accordingly to the parent.

You probably want to use a RelativeLayout with layout_alignParentLeft and layout_alignParentRight on the buttons.
I am trying to create a UI using relative layout where in the UI should look as such:

you can achieve it like this:
Take relative layout and put textview in it.
Take another textview and add this to it android:layout_below="id of the 1st textview".
Take scrollview and add this to it android:layout_below="id of the 2nd textview".
Take linear layout inside scrollview.
Put textview inside linear layout.
Take imageview and add this to it android:layout_below="id of the scrollview".
Now your layout is ready and if you get any error then let me know with your code....
If you have a series of elements that you want to flow down the screen, then it sounds like you just need a LinearLayout.
