I am new to OBIEE and would like to know that are there any frameworks or ways available to develop mobile applications for OBIEE so that i can view dashboard and reports on Android device itself.
There are now two options for OBIEE on mobiles devices, including Android:
Mobile App Designer - viewable on any HTML5 web browser
Oracle BI Mobile for Android - native app for Android, available on Play store
Nope, the OBIEE mobile application is just for Apple devices.
OBIEE does not have an Android App but, you can use the GO URL to retrieve Analysis and Dashboards and render them in the browser.
OBIEE has a very detailed SOA framework for integrating with external application it is part of Fusion Middleware.

This SOA framework can expose reports that are configured in OBIEE. If you familear with JDeveloper then you can import the service as JAX-RPC/ WS to implement you coding.

You could try using "Cordova" of Apache which is a mobile application development framework. This will help you port the web application to different mobile platform.
So what I want to do is, "develop" an app where it main purpose is just to open a website. I need that on android and ios. Is there an online website to do just that?
I jused to know a website, where you could develop for various platforms (PHP, Java, Object C for iOs) and even test your code online.
Somehow I can't find it anywhere. Thank in advance if you can either show me the website again or find me a new website to do just that.

I think you're referencing PhoneGap.
PhoneGap allows you to build native applications using HTML/CSS/JS for all mobile operating systems.
If all you want is for your iPhone App and Android App to open up a website "inside" of the application, you will want to use a webView. This will allow you to have your application listed on the iOS App Marketplace and the Android Google Play Store.
EDIT: This will definitely work on Android. You must get pass Apples app approval process to get on iOS of course.

You don't install an application using PhoneGap. Phonegap is a framework that lets you develop apps using html 5/javascript. After you develop your app you still have to publish it on Google Play if you want users to install it. Jquery Mobile is also a framework, designed to develop webpages optimized for mobile screens.

There are several other mobile web frameworks such as Titanium, sencha, kendo ui, and I am sure you can find others if you run a quick search for it.
You need to read a little about them and understand the differences and advantages between them. Googling "Phonegap vs Titanium" for example will give you a good start point to understand the difference between them.
PhoneGap is just a cross-platform framework to develop mobile applications. You can use HTML, CSS, JS (incl. jQuery and jQuery Mobile) to develop in PhoneGap. In order to test applications, you can transfer them to your device using tools provided by PhoneGap and the Android SDK.
But in order to publish your application and make it available for others in the Google Play Store, you have to create a developer account ($25 at the time of writing this) and upload your application package (APK) there.

There are also other cross-platform frameworks available such as "Titanium". Keep in mind that jQuery Mobile is only a Javascript (jQuery) extension to help building user interfaces that resemble conventional app behavior and look. It is not a complete framework to build your application.
I want to develop an application which works both in a regular browser and as an Android app. Both seem suitable but would I be right in saying if I went with Phone Gap, deploying the same html content as a regular, server hosted website is not trivial and would require modification? Also, are multi page applications not desirable in a Phone Gap wrapper?
Are there any alternatives I should consider? I'm surprised someone hasn't already written an Android wrapper with all the hardware access wiring done already. Or have they?
There are few things you should know,
If you are going to publish your app also on iOS, you can't use server hosted website for your app.
All of your basic functionality must stand on your app assets, is one of the iOS guidelines, and its also make-sense for best ui performance (both iOS & Android).
Use server-side wisely, when you want to fetch data which have to be up-to-date.

Yes. It works on Android as well as iOS and most desktop browsers. You don't need PhoneGap unless you want to access native features or deploy to the App store.

The one thing that sucks is that iOS generates a nice icon automatically. However, android doesn't. Also, I noticed that on random versions of android, it will display an error popup about the fact that it can't connect to the internet, but still runs fine after that.
