To teach myself how to work with maps I want to make a following application. I want to see a whole world political map with countries borders. When I press somewhere on a country I want to see the name of this country. The same things I want to do with cities.
The main requirement is that this map should be an offline map. Is it possible to find this type of library (such type of map)?
OpenStreetMap offers offline map capability. Whether OSMDroid (OpenStreetMap client library for Android) does or not, I can't say. The Google Maps add-on for Android, notably, does not allow offline maps.

I place my beacon and the position of the user is set by my algorithm in map. I do not know that I'm in right way or not. where I should start?

You can use Google Maps SDK for Android to create a map in your android app. You can customize the map on this sdk like putting markers, info windows, styles etc.
At high zoom levels, the map shows floor plans for indoor spaces which are available in select locations you mentioned.
As stated in the Maps SDK for Android documentation - If floor plan data is not available for a building that you would like to highlight in your application, you can:
Add floor plans to Google Maps directly. This will make your floor plans available to all users of Google Maps.
Display a floor plan as a ground overlay or tile overlay on your map. This will enable only users of your application to view your floor plans.

Google do not allow it.
On their terms and permissions about google maps API (http://www.google.com/permissions/geoguidelines.html) on "Using maps on the web or in applications" they mention:
"When using the Google Maps API, certain restrictions may apply. Google continually updates the imagery within Maps; thus, caching may result in stale or even impermissible imagery. You may also not mass download or use bulk feeds of any Content, including but not limited to extracting numerical latitude or longitude coordinates, geocoding, text-based directions, imagery, visible map data, or Places data (including business listings) for use in other applications."
On the hand, there are other maps providers that allow this practice. Some of them:

-OSMDroid
-ESRI/Arcgis (arcgis is based on ESRI's cloud services)

Google maps introduced last month (November 2015) the offline mode, does not only download the map, but also the different locations (images, tiles, etc) within. Even if downloading just the maps is possible since 2012, maybe the introduction of offline features can change their perspective over their offline assets terms, but until they do not change their permissions agreement, it is just speculation.
I'm starting developing a project of an android app.
For this project i need a map where i can draw circles, polylines and polygons and click in all of this draw shapes to show informations about each one. At this point, googlemaps + spatialite or googlemaps + quadtree + utils to identify if a LatLng belongs to a circle/polyline/polygon can solve the problem but i have one more requirement: i need to cache a zone of the map to work with it on the street without internet. I know that google maps official app can do this with th typing of "Ok Maps" but there are anyway to use that cache in my application? There are another way to do a cache of the map before going to the street and go without internet?
Preferably i would like to use google maps but I'll have to use another api? What?

Due to the need for Google to check your api key, I have not seen any way for third party apps to access google maps offline. If you need offline capabilities, one of the main solutions is something called osmdroid which has a similar interface to google maps but you can cache tiles for offline use.

I'm currently developing an Android application where the user has to browse a map (preferably satellite view), add markers etc. The problem is that the user will often be in a spot without internet access.

If so what would be a good source of satellite map, available offline ?

I want to develop an Android Application the gives the distinct map of my college. Can anyone tell me what it takes to develop such a service. Is OpenGL necessary for such an application? The basic idea is to have something like Google maps that shows where the user is and directions.
My college is situated in a hilly region so the google maps images are not very clear. Can I use Google Maps and perhaps modify it in some way so as to build a crisp clear application? Or is it better to start afresh?
OpenGL isn't necessary for a mapping application (although it can be used), in fact most mapping applications, Google maps included, use pre-rendered image "tiles". Each tile covers a set geographical area and includes all the information that the user may need.
A good application for generating tiles is TileMill. Tilemill needs mapping data to generate the tiles and a good source for this data is OpenSteetMap. Once you have created your custom tiles you can use the android location api to get the users location and display the relevant tiles with a marker.
Another option is to use something like Mapp although this costs money.
