I'm on the verge of releasing an app into the Android and WP7 marketplaces (and hopefully iPhone soon after).
The app in the marketplace will be free, but there will be features available for a monthly subscription. Since this won't be running through the marketplace like it would if I was simply charging for the app download, I have to set up this billing myself. Unfortunately, this is something I know very little about. What's the quickest path to do this?
Thanks!

Best way to do this is to go with a Subscription Billing System. We've looked at a few of them and decided between ChargeBee and Zuora. As our model is more complex, we went with Zuora. For your requirement, ChargeBee should be a good option. As they are still in the Beta stage, they should be able to help with customization if required. But I don't think that would be necessary.

I have my friends and "alpha testers" but I would love to expose it to as many people as possible before I publish it for the first time in the Google Play store. If there is something else people recommend, please do tell.
This is my very first app so I am just trying to do my due diligence before publishing and not release before it is ready.
You can try
Android Tapp
The Beta Family
Use ACRA for crash reporting. It's easy to set up and will save you a lot of troubles.
Also, you can host the APK file on any webspace and point your testers to the link. I recommend using Google drive because it's easy to revoke the permissions later.

when i try to pay 25$ for Google play console developer account , this message
"Oops!
Unfortunately, this merchant no longer accepts payments through Google. We apologize for the inconvenience."
can any one explain! what this , and how i can solve it?
Unfortunately many of the members are getting this error. Google hasn't personally commented on this. This could be because of checkout server faliure, maintenance or maybe they are completely working on implementing something new, like android market to google play.
All these are just possibilities, nothing is for sure till google personally declare the reason, but since its google, the outcome of this will be sweet :-)
Hope that helps. :-)

I am very new to the Android Market. I want to put my application up for free.
Is there any possibility for free "upload" (I saw you must pay 25$). This is for school project and I will not pay that money, too much for me :D
If there is no possibility for that, if there is someone out there with account, that I will send app to him and he will put it on Android Market.
No that is not possible, if you want to publish on Google Play you have to get that Publisher Account which costs 25$. This fee is mainly to prevent people from spamming the market.
Alternatively you could look at publishing your application on other non-official "markets", most of them will let you do so for free. You will not get as much exposure, but if you're seeking a free way to get your application out there, that's the only way I know of doing so.

please anyone guide me for the steps to consider to avoid rejection of android applications at app store
Assuming that you mean Android Market and not Apple's app store (where I imagine every Android app would be rejected), then you simply need to conform to the Developer Program Policies and Developer Distribution Agreement.
Android apps don't go through an approval process, first thing.
Secondly, there are some things your app shouldn't be doing to avoid being killed by Google. For example, your app shouldn't contain the following things:
Explicit(Vulgar) content
Violence
Hate Speech
Impersonation
Stealing personal information
Gambling

How do you improve the position of an app in Android Market search results? The apps don't seem to be sorted on downloads.
Edit: The scope of this question is limited to working with the Android Market search engine, of which there's little or no information. I changed the title to make it clearer.
:-)
Make an app everyone wants, that gets high user ratings and lots of downloads
Update your app frequently, since it shows up at the top in the "Just in"-tab on every update
Use your Social Media Network (Create Facebook groups, start promoting smart on Twitter). Set up a user wiki where everyone can add content, discuss your app and get a real buzz around it.
Buy Google listings
Create a Blog discussing the app and its outstanding performance
EDIT: Almost forgot: Your app should be free, with a possibility to go pro (= paid).
I would add to the answers:
make your app in a way that can be extended with plugins by 3rd party coders, that means they create and submit their apps to the Market as extensions to your app, and that will raise the results
