as it states in the title I am unable to find Samsung Galaxy option for installation in Android SDK Manager (Revision 20.0.3).
Could anyone help on the matter?
PS: Where ever I looked it is said that there should be third party option or should be under Android 2.3 but it isn't there.

You can (and will probably have to) create an emulator image with the specifications of the device you are trying to duplicate. If you are looking for prebuilt ones you'll have to check with the respective manufacturer. If you are expected to see TouchWiz or HTC Sense on the emulator build, you won't as those are proprietary skins.
But, Android != Android and Samsung use their own modified webkit amongst other things.
Just making a best guess from the hardware specs is going to as effective as using chrome.

I understand the question as, why isn't there an easier way to use the "import hardware profiles" button to simply bring in a preconfigured profile off manufacturer sites? Haven't found one yet...

I currently have a web app and an app on google play. What i want to know is, Is there an emulator for android galaxy note, s3 google nexus and so on.
Also is there an emulator for non iOS or android like windows mobile, blackberry for me to test out my web app and see if it works on them devices with the screen resolutions.

from Android Studio v2.4 some of AVD supports Google Play. You can use a native tool because they are much more better than previously
I would like to be able to test my Android app on different Android versions on an actual device, rather than on the emulator. I have a Nexus S which currently has Android 2.3.6 installed.
My understanding is that I can boot into "recovery" mode on my phone and load an Android package from the SD card, but where can I find the official Android releases? Are they distributed along with the SDK somewhere?
I suspect you will have to root your device and then 'flash' another version of android onto it.

The Nexus S was the first android 2.3 phone as far as I'm aware. There won't be any official android releases earlier than that for it.
I do not believe 2.2 and earlier are listed anywhere,
however, you can check the factory images for nexus devices and you might find an explanation why they do not list earlier versions
I am not sure how to simulate the HTC Sense UI using the emulator.
I know there are 3rd party add-on's available from the SDK Manager, but HTC does not have an entry. I also see the "Add add-on Site..." button, but can't find the URL for a site at HTC that I could enter here.
I did find a 3rd party "Skin", but I am pretty sure this will just change the "frame" the emulator shows up in (to look like a particular phone). I want to emulate the UI. If a skin would work, I would like an official one from HTC if possible.
HTC released their own SDK. They also provided a installation manual.
Did not tried it by my self, yet. I will give it a shot this afternoon and report back.

I tried it out and it was disappointing as on those HTC-AVD's there is no HTC-Sense installed :( Also you can only choose between a HTC-Phone-AVD (API-Level 10) and a HTC-Tablet-AVD (API-Level 12). So for example the HTC Desire (which I personally own) is not available as avd at all ...

There is no supported way to do that - HTC has not release a Sense UI APK/suite. Any solution you may find in the corners of the internet will be shady and potentially untrustworthy.
I've the default (comes with the SDK) and Samsung Galaxy Tab emulators in my SDK. I want to know what other third party (Motorola, LG, Sharp, etc) emulators are available, so that I can test my apps for more devices. Please provide the names with links.
I found this link a while back. It goes pretty in-depth on how to set up the sizing and capabilities for many devices. These are just alternative AVDs that run in the default emulator, though, and it might not be exactly what you're looking for.

The Motorola SDK addons (i.e. emulator images) are all available on the MOTODEV site (http://developer.motorola.com/docstools/tools/). You will need to register an account, but you can download images for all the shipping phones. If you join the App Accelerator Program, you get early access to addons for unreleased products.
Use Genymotion. Its fast (faster than with Intel x86) with GPS and Battery support and comes with pre-rooted.
