I met some problem (I have to use socks proxy but only http proxy is used by the sdk manager) when downloading the sdk through "Android sdk manager". So i am wondering if it is possible to download the sdk manually from somewhere and then put them back in the sdk directory.
This website provides links for individual APIs and other tools that should help you:

In the new Motorola Website i can't find any link to MotoDev Studio.
I used it in the last year and now it seems disappeared.
Do you know where can i find last builds?
They are not supporting MotoDev studio anymore. This has to do with the restructure after the purchase from Google.
I am not sure about downloading legacy builds, but Motorola isn't actively developing this anymore (and laid off most of the team that was working on this).
You might search for "MOTODEV Core Plugins", as they renamed studio to that - but you probably want to not use these tools anymore, since they are not being supported moving forward.

Is there any web application that you know of where I can browse the android library source code? I'd also be interested in downloading a version of that alone(and not the whole version).
You can browse the sourcecode on grepcode - http://grepcode.com/project/repository.grepcode.com/java/ext/com.google.android/android
The android sdk also has the option of downloading the sources for ICS forward.

Is there any good books which explains all the packages and in-built classes in Android SDK? There are few good books, but it does not explains all the packages available.
why dont you try
https://developer.android.com/reference/packages.html
and
https://developer.android.com/reference/classes.html.
No book can explain android packages and classes better than this
Please download Documentation for Android SDK from Android SDK Manager to get offline access to these packages and classes

I wanted to attach the source for android.jar in eclipse, but for this I need to download an actual source for android 3.0 honeycomb, however android.git.kernel.org is down since Sep.7. Does anybody have a backup repository or maybe just honeycomb source?
Google did not share honeycomb source yet. Wait.
