i own a website and i want to convert my website in android application using web view but as per play store policy i m not able to publish my app on the play store now my main question how can i add get permission from web site to use in web View and publish on the play store.

You can add links to other application in google play with <a> tag.

Google Play descriptions do not support links. You can tell the reader the name of the app, nothing more.
Plus, in any case, your app will come under the "Related Apps" and "More from developer" headings in most cases.
If you put full url address in app description (with https protocol, not only www) it will be visible as a link in browser.
eg:

Of course google play links to apps aren't nice so you can use some url converters.

Apple appstore provides you with an RSS feed to get the latest apps submitted into the app store into your favorite feed reader. I was wondering if google play store has an RSS feed as well that lets you do the same?

Nope, they don't provide any information for consumption/use by 3rd party developers including RSS.
EDIT: some 3rd parties do seem to have a feed available though Follow the Android Market with an RSS reader (for beginners)
