I've RelativeLayout created in layout/activity.xml
And i want to add some elements there programmatically by following way:
RelativeLayout rlayout = (RelativeLayout) findViewById(R.id.relativeLayout1);
RelativeLayout.LayoutParams p = new RelativeLayout.LayoutParams(LayoutParams.WRAP_CONTENT, LayoutParams.WRAP_CONTENT);
rlayout.addView(CustomView,p);
And it works, but elements which were added doesn't fill all view, but i need it.
and also i want to add such elements in square (width=height), how can I do it?
To fill all view Use LayoutParams.MATCH_PARENT instead of LayoutParams.WRAP_CONTENT.
To make layout as square just create int width,height = 300; and then :
RelativeLayout.LayoutParams p = new RelativeLayout.LayoutParams(width, height);
or pass LayoutParams.WRAP_CONTENT into RelativeLayout.LayoutParams and change height and width of your custom view.
To make view square :
Button customView = new Button(this);
customView.setLayoutParams(new RelativeLayout.LayoutParams(200, 200));
RelativeLayout rlayout = (RelativeLayout) findViewById(R.id.relativeLayout1);
rlayout.addView(customView);
to make fill on all view you can use this:

Also you can add rules for your layout items like this :

You can create another XML file, that contains a horizontal LinearLayout, then inflate it and insert the two buttons into it, and then add the whole horizontal LinearLayout to the vertical LinearLayout:

Try this approach... Change your ll (Linear Layout) to relative layout then put the properties for button to attach at layout bottom and and for scroll view to attach above button....hope you get my point....

Now here is my problem. But my RelativeLayouts are aligning properly to their parent, but the ImageView is not. Instead the imageview is places like this:

may be your image dimensions is smaller than the screen dimensions of your parentLayout .
So if you want the image to Fit all the screen use the attribut android:scaleType in your imageView Tag via xml :
<ImageView android:id="#+id/img"

blabla
android:scaleType="fitXY" />
or programmatically :
imgView.setScaleType(ScaleType.FIT_XY);
change like this

The first image is just where I want it - centralized - but the second one doesn't appear below the anchor, instead it appears at the top of the screen, just below the status bar.

i think, you get null for anchor.getId(). Set a Id for your anchor view, before addRule()
I believe you need to programmatically give anchor an id before you can use anchor.getId() using anchor.setId(int).

Just sharing a slightly different approach.
Instead of casting to LinearLayout.LayoutParams, RelativeLayout.LayoutParams, etc, you can just cast to MarginLayoutParams.
Casting to MarginLayoutParams is better because you can later update your layout and you don't need to return to your java code to change from LinearLayout to RelativeLayout or any other Layout type
You can do something like:
MarginLayoutParams layoutParams = (MarginLayoutParams) view.getLayoutParams();
// Set bottom margin
layoutParams.bottomMargin = x;
// Set top margin
layoutParams.topMargin = x;
// Set left margin
// This won't have effect if you set any relative margin (start) previously or in the layout.xml
