I'm creating a cross-platform application using HTML5(for BlackBerry z10, Android, and iOS). I just want to ask how to apply the compatibility of the to all Android smartphones(2.3 and up maybe and also for iOS) since I use HMTL5, JS, and CSS3? By the way I will be using Twitter Bootstrap.

Every model of phone supports WebView. If you are using a pure HTML5 app, there will be no compatibility problems.

No, you cannot use Polymer to build a truly "native" Android app. Although there are frameworks such as Phonegap which would allow you to build an app using web technologies and then compile into an Android app.

If you are into native Android then you should use Android Official Appcompat Library(which is default) but it lacks backport of some Mateial elements and features( Official Tutorial). if you really need to implement the elements which Appcompat lacks you can use any third party librarie like MaterialEverywhere or this or you can find here if something is really availabe in the world.
Yes we cannot create pure native apps, But we can convert web apps developed in HTML, CSS, JS which is to run in a browser. Cordrava helps to convert the web app source to an apk file which can be installed in an Android devices as a native app. Cordrava makes the web app to run in the web view of android.

I am planning to develop a cross platform mobile app.
My app has to deal with camera, organizing pics.. I am planning to use PhoneGap for building the app. I need to select a user friendly IDE for developing my app. There are so many Editors in the market.
This is my first app and I am very confused which would be a best one to use. I am developing my app on Mac. I need a simple, user-friendly Editor.
Can someone please suggest what pros and cons do I have using different Editors and a better one to use?
I am currently using Monaca for developing mobile apps using PhoneGap. It includes an IDE for developing by simply using web browser. The good thing is that you write your code just using HTML5 and Javascript and deploy it to the platform such iOS, Android and Windows 8.

What I am trying to do might not be quite difficult but I am confusing myself. I am trying to build an app only for Android that will play videos for my company.
As I am not an native Android developer what I did is using html, jquery and phonegap to create and bundle my app as a web view which will help the end user installing the app instead of going to a URL and then open it.
Now here the challenge starts for me, I am looking for touch optimized design which should look like a native app. I can use twitter bootstrap , foundation or any other CSS framework to make my design responsive. I also know how to make ajax based animated page loading which will help me in preventing complete page load.
The real issue: is css the only and right way to design a mobile app? Does apps like Facebook , Youtube also make use of Css to design their native apps?
I do not want to use jquery mobile because I simply don't like their design patterns.
Again, my question might seems to be foolish. What I want to use are industry standard tools to build my app, even if I have to dig into Android tutorials and learn it from scratch.
Any help ,links or guidance will be helpful.
Native apps do typically not use HTML/CSS, and instead use the widgets etc provided by the platform. That's what native means. Facebook recently switched from a web view/HTML5 implementation to native (at least on Android).
