horizontal scrollview with 3 options on screen - android

I need to display categories as shown in image.
It should scroll horizontally and also get event when category come to the middle.
I require it without viewpager.

How to create layout in Android to list TextViews horizontally

I want to create layout which looks like this:
Name1, Something1, OtherThing and Name2 are TextViews (each one of them is clickable with different action) which are added do parent layout programmatically. Sometime there too much elements to fit in one line. Which layout as parent should I use to let TextViews be placed horizontally but with possibility to "break line"? Horizontal LinearLayout isn't working.

Android ScrollView not scrolling at all

I've tried using,
android:fillViewport="true"
but of no help.
A ScrollView is a FrameLayout, meaning you should place one child in it containing the entire contents to scroll; this child may itself be a layout manager with a complex hierarchy of objects.
So here you have to take LinearLayout or RelativeLayout and then you have to put different hierarchy of component.

If ScrollView fits to your device screen it would not be scrollable, so make sure content inside ScrollView takes space larger than your screen size.

Can't get scrollview to work

my code of the XML file I am currently working in! So what I want is to make it possible to scroll in this screen, however there are currently no objects that fall outside of the screen but they will in the future. Hope This gives enough info for help.

I have absolutely no clue about what is the mistake I am doing here??I am just using a main relative layout
OtherWeatherInfo_main and within that I am embedding two relative layouts to represent the two weather attributes. #dimen/weather_space is 145 dp.I am unable to align the two relative layout within the main layout equally.Any help will be appreciated.
Wrap the two RelativeLayouts inside a LinearLayout with horizontal orientation and then assign both the RelativeLayouts equal weight.
In general, something like this:
