Uncheck "Offline work" in File>Settings>Gradle>Global Gradle Settings
Resync the project, for example by restarting the Android Studio
Once synced, you can check the option again to work offline.

After downgrading from Gradle 6.1.1 to 7.2 and Android Gradle Build tools 7.1.0 to 4.0.1 (by switching branches in Git) I got the following exception in the Run console (tool window) of Android Studio Bumblebee 2021.1.1 (when trying to run the app on a device):

The Grade build runs successfully but the app won't be installed in the device.
In Android Studio run File > Invalidate Caches ... and restart (you don't need to select the optional "Clear file system cache and Local History"). Just to be sure, also run Build > Clean Project.
I have faced this issue when i upgrade to android studio Dolphin. So for me this workaround was to delete the existing app configuration from Run/Debug Configurations.
After that add new configuration by clicking the left top + icon and then add Android App.

I took this problem since updating the Android Studio.
I don't know what's the problem, but I can open the link mentioned in my browser.
I deleted the Android Studio and installed it again and also installed the previous version for many times but it wasn't resolved.

I install android 2.3.3, but i cant sync gradle because I dont have internet connection. But i have downloaded gradle archive, how I can sync gradle using this archive?
You can try doing this inside Android Studio, I'm using version 2.3.3 -
Preferences -> Gradle -> Global Gradle Settings -> Offline work
But you have to build it online once to be able to do this later.

My android version is 2.2.2 and I use AMD processors, it makes me not able to install intel HAXM.

I recently faced the same issue. Do the following:
Go to Android Studio Settings -> Build Tools -> Gradle
In project-level settings set "Use default gradle wrapper" on. Set the offline work named checkbox unchecked. and aapply changes.
Try to sync gradle. It will download the needed gradle-core.jar

I am new to android studio IDE development. Every time when I imported a sample project that developed in the android studio, I am getting this error..
No cached version of com.android.tools.build:gradle:1.1.0 available
for offline mode. Disable Gradle 'offline mode' and sync project.
How can I solve this problem.
New location in Android Studio 3.6+
View > Tool Windows > Gradle from the menu bar.
Then, near the top of the Gradle window, click Toggle Offline Mode Gradle offline button in the Gradle panel.

On Windows:-
Go to File -> Settings.
And open the 'Build,Execution,Deployment'. Then open the
Build Tools -> Gradle
Then uncheck -> Offline work on the right.
Click the OK button.
Then Rebuild the Project.
On Mac OS:-
go to Android Studio -> Preferences, and the rest is the same.

Edit. As noted in the comments, this is no longer working with the latest Android Studio releases.
The latest Android studio seems to only reference to "Offline mode" via the keymap, but toggling this does not seem to change anything anymore.
In Android Studio open the settings and search for offline it will find the Gradle category which contains Offline work. You can disable it there.
Gradle is in offline mode, which means that it won't go to the network to resolve dependencies.
Go to Preferences > Gradle and uncheck "Offline work".
#mikepenz has the right one.
You could just hit SHIFT+COMMAND+A (if you're using OSX and 1.4 android studio) and enter OFFLINE in the search box.
Then you'll see what mike have shown you.
Just deselect offline.
Offline mode could be set in Android Studio and in your project.
To verify that gradle won't build your project in offline mode:
Disable gradle offline mode in Android Studio gradle settings.
Verify that your project's gradle.settings won't contain: startParameter.offline=true
