I'm new to Android Mobile Apps Development. Now I'm interest to develop a M-Commerce App. But I don't have any idea how to start where to learn. can anyone suggest me where can I study M-Commerce for Android development? Is it easy to develop? what are all the language I need to know to develop M-commerce? How long it takes to complete?
I don't have deep knowledge about E-Commerce/M-Commerce app development. But here's a thing that can get you started:
To start with Android development follow the official docs. Follow the link: https://developer.android.com/training/index.html
There are various tutorial on Android development all over YouTube that can help you a lot.
You need to learn JAVA. JAVA basics are must to start with android development.
Don't directly jump for high level programming just like game development or M-Commerce app . Start with basic app and slowly progress in different parts of android development.
If you are looking forward for cross platform development then take a look at C# language and develop app in Visual Studio or Xamarin.

There are already official doc for that so you can develop your own openerp app.

Are there any drawbacks of developing for Android in NetBeans?

All Android developers I know use Eclipse. But I got used to NetBeans developing some web applications. Now, when I want to try Android development, I want to know if NetBeans is a good choice for that. I've searched for the NetBeans' plugin description, the first post I found started with a phrase "We're alive!", which made me wonder if they are really. So, this is the question. Is developing for Android in NetBeans a good option?
Developing Android in NetBeans or even from command prompt is possible.
But Android is best pair with Eclipse which is recommended by Google for Android App Development.
To develop in netbeans pleas look at this link:

About Google Android and Google API?

I need to know about the Android and the API.
I need information as to what are the latest applications that are developed on Android and/or using API.
Is there any doc that will explain the use of android or the SDK is self-sufficient?
If you can give ideas regarding an application that can be developed as a FYP.
Like Fredrik pointed out http://developer.android.com is a good place to start.
And like always, why don't you start with a hello world.
http://developer.android.com/guide/tutorials/hello-world.html
The documentaion here should be a good start, overall http://developer.android.com has alot of docs & tutorials
For the question about the latest applications on Android, visit Cyrket, the website is a web accessible client that lets you browse the Android Market without an Android device.
It's fully searchable, shows you the newest apps and (via the bar of icons at the top) the apps that are currently "featured" in the market place.
