I've developed an application and release it on google market with version 3.0. Later i've done some modification in it and upload new version(3.1) on market. To do this i've first deactivate old version and then upload this new version. Now, when i try to update app in my device (which is having 3.0 version app), i open app page in play store and shocked, because play store page display "OPEN" button inplace of "UPDATE".
Please suggest me the reason for this.

How much time has it been when you uploaded the version 3.1 app?
Because it takes some time for google servers to upload the new version to the play store. Pay attention to the instructions, they are not as same as terms and conditions.
Update your apps documentation:
App updates take some time to be delivered to existing users. If you’ve submitted an update that hasn’t showed up on Google Play, please wait at least 24 hours before contacting our support team.
That also works for updates of course.
Nothing is instant at such a large scale you know...

I have an app that check the version in-app. If we deploy a new app together with the backend, the app will announce that the user is using the old version of the app, and redirect to google play to update the new released version. Hence they cannot use the app
But the problem occurs when Google Play not showing the latest version unless I clear the cache of google play.
Is there any way I can make google display the new version when redirecting to Google Play (by adding a query flags into the Google Play url or something like that to make Google Play show the latest version?)
Having the users waiting until Google Play show the correct version is not a good practice, as they can't use the app in the mean time. But guiding them to clear google play cache maybe a problem with elderly or non-tech users.

Use Android In-app updates it will update the app from within the app without going to Google Play store

A latest version of the app has been released in the play store, but in the google play console statistics we can see that the users are able to download the previous version of the app. During which criteria is this possible?
The target version has been changed and the previous version has been retained before rolling out the new version.
Remember that google play takes some time to Publish the new version to play store. Because it reviews each time you upload a new apk. The previous APk will be retained after the new apk goes live.

I suspect these installs are coming from people sharing the app via Files Go by Google, ShareIT or Xender. If they appear in the Play Console statistics it means that the apps count as a Google Play install, and will be updated by Google Play.
You will be able to download the past version of any app if both the old and new version is in ACTIVE state in play store. See the example scenario in this SO post.
If you "deactivate" old apk file in developer console - your app will
we able for downloading only for API 5+. There will not be any effect
for people with API 4 and already installed app.
If you keep both old and new apks in market in "active" state, then
market will offer old one for people with API 4 and new one for people
with API 5+. Also they will be offered to update your app.
So I've made this little app, and shared it among friends. It's on google store.
I've updated newer version of an app today (replaced APK and those little chors I had to do with it). Will my friends recieve my newer version? They still havent.
Did I skip any step? Do I need to somehow initiate the update beside updating apk?
If your friends have the old version of the app installed form the Google Play store, they will get the update of your app after you publish the update of your app properly in the play store.
It generally requires around an hour for the app to get published after you upload the apk to the play store.
You don't need to do anything, other then just to increase the version number and code and signing the app with same key store. Google play services will manage everything after that.
Some people turn on option update apps only on wifi.
It may take some time to publish new version on google play.
So,if you did as above, i would suggest you to wait and watch. or visit the play store and check the current version.
I have pushed a new version of my app.
On google developer console it is published and all old versions are unpublished but on Google Play Store it is still showing old version.
I already clear play store cached and data but still showing old app version don't know why.

App is live after 13 days, I have contact to google support center and also they have answer for this delay. But It is now clear that it may take any time to be live on play store. I was worried because this was happen first time during my 4 years career.
You have just to wait a little bit. It may take some days until you see the newest version in google play store.
Once you push it live from the publishing interface, it will take a max 2/3 hours to be live to consumers. Unlike iTunes, Google review does not involve any human testing so it is much quicker.
When i deployed a newer version of my android app on google play store (e.g. v1.17), but Google Play Store App in my device still display old version (v1.16) cause that i cannot update it from my device.
But i can login the Play Store from PC, and see the latest version. Then i can update the app to latest version through PC Google Play Store.
How can let play store always show the latest app version in the device?
(even if i try to clear data / clear cache for google play service, it still displays old version.)

just wait a couple of hours. It is highly automated, the whole process. personally it takes 3-4 hours to see my app on google play store on my device
I found a way that always fill-in the what's news change log when upload newer app version, it seem be easy to let play store show the latest app version faster in the device.
