I just updated android.support:appcompat lib to 22.1.1.
Toolbar is visible on a Lollipop device but not on a 4.X device.
I have even tried extending AppCompatActivity, but still no luck. If anything else is required please let me know.

Update :
Issue is with layout inflated in container part. it is overlapping toolbar so i have removed all views and it worked.

Toolbar is not showing when run below API 21. Currently, I am running this app it in API 19 emulator.
This same layout works properly in devices running above and equal to API 21.

The issue is the android:layout_height="match_parent"

In this way the PDFView covers the whole screen including the Toolbar with API<21.
The reason is that AppBar/Toolbar has a default elevation and is positioned at higher elevations than others. It doesn't work on API<21.
I am trying to make toolbar transparent with navigation drawer. It is working fine til api<21, But above api 21 toolbar is not transparent. I have already added theme to v-21 style folder as well. Adding theme as well as image.

If remove AppBarLayout then your toolbar goes behind the include layout, so to solve this i just call toolbar.bringtoFront() on my oncreate And everything works fine now.

I figured out the problem! In my xml file for the main screen, I had
<include layout="#layout/app_bar"
android:id="#+id/app_bar"/>

android:scaleType="centerCrop"
android:contentDescription="photo of delicious dinner"/>
which was causing the toolbar to load behind the image instead of in front of it. So move the "include layout" to after the imageview and voila, problem solved!
I am interested in having a uniform coloured toolbar and status bar. If I provide colorPrimary and colorPrimaryDark as the same colour this should be possible. I am getting the desired result using ActionBar but not with Toolbar. I will also be creating a navigation view so i need the status bar as transparent.

As it turns out I was using this class, for a core WebView bug fix https://github.com/madebycm/AndroidBug5497Workaround
Removing it's use fixed my issue, however the WebView resize bug lives on...
You are using wrap_content in your toolbar, and if you havent given support to it, then it hasn't content to show. I recomend you that change the height of the toolbar to:
android:layout_height="?attr/actionBarSize"
And you should give support in your java file to show the title and buttons:
Toolbar toolbar = (Toolbar) findViewById(R.id.toolbar_actionbar);
setSupportActionBar(toolbar);
