FrameLayout main_fragment_container is where I load different fragments depending on Navigation Drawer selections but when I load a fragment with a ScrollView scroll does not work, I can see the scrollbar when the fragment is loaded indicating that only a small section is on screen at the moment but it will never scroll. I tried some suggestions that mentioned encasing the ScrollView inside a LinearLayout, it made no difference.
I suspect the navigation drawer is "intercepting" the events which should reach the ScrollView but I'm lost as to what to do. This is the fragment:

UPDATE - LET ME ADD SOME ADDITIONAL INFO:
The problem here is not the ScrollView per se but the fact that in my activity layout the DrawerLayout is 'above' the ScrollView preventing any touch events reaching the ScrollView. If I remove the DrawerLayout the ScrollView scrolls JUST FINE.
Similarly if I put ScrollView after DrawerLayout in activity layout the scroll works alright in the ScrollView but of course the DrawerLayout does not work as intended since it must be on top of everything else.
I hope I explained myself properly, by testing I'm sure of what the problem is but I'm not sure on how to fix it, my experience with Navigation Drawer is limited and I have no idea how to let the scroll event pass to the ScrollView instead of having the DrawerLayout intercept it.
You should move the framelayout with id "main_fragment_container" inside drawerlayout like this:

The FrameLayout where the ScrollView goes must be inside the DrawerLayout to be scrollable. I also ditched the other container Layout because it was not being used. This is how the activity remains:

I had almost similar issue in AppBarLayout which is under DrawerLayout. This might work.

Here's a nefty workaround on that. Set a top margin on your recyclerview. Use the layout_marginTop property and set it to ?actionBarSize. It should begin its layout below the toolbar.

I'm creating an android app and I've just added a Navigation drawer into one of my activities. I've successfully added it in, however, it now overlaps the content of the page. The jobs text and the rest should be below the ActionBar.
I've tried adding a margin to the top of the jobs text which does push it down as I wish. Is there a better way to move it down?

Don't take a include in LinearLayout. Becoz its change your actionbar so u can only remove gravity and assign margin top

The reason why I was having the overlap was because I put the page content in the activity_main.xml layout and not the content_main.xml. Putting the content in that layout sorted the issue out and put the content below the action bar.

I have using viewpager with fragments added to main activity. And the bottom bar is added in main xml layout itself
You can do this using AndroidSlidingUpPanel. You can get the demo code from here: https://github.com/umano/AndroidSlidingUpPanel. Simply add the following dependency to your build.gradle file to use this.

UPDATE: AppCompat v23.2 have introduced BottomSheetBehavior behavior in CoordinatorLayout.
By attaching a BottomSheetBehavior to a child View of a CoordinatorLayout (i.e., adding app:layout_behavior=”android.support.design.widget.BottomSheetBehavior”), you’ll automatically get the appropriate touch detection to transition between five state:
STATE_COLLAPSED: this collapsed state is the default and shows just a
portion of the layout along the bottom. The height can be controlled
with the app:behavior_peekHeight attribute (defaults to 0)
STATE_DRAGGING: the intermediate state while the user is directly
dragging the bottom sheet up or down
STATE_SETTLING: that brief time between when the View is released and
settling into its final position
STATE_EXPANDED: the fully expanded state of the bottom sheet, where
either the whole bottom sheet is visible (if its height is less than
the containing CoordinatorLayout) or the entire CoordinatorLayout is
filled
STATE_HIDDEN: disabled by default (and enabled with the
app:behavior_hideable attribute), enabling this allows users to swipe
down on the bottom sheet to completely hide the bottom sheet

The footer is in xml content.
If i remove:
app:layout_behavior="#string/appbar_scrolling_view_behavior"
in the main Xml View Pager, footer appears , else it's not shown.
How can i get the footer visible?
You already have:

With match_parent for both height and width which it doesn't seems to be good.
Also, Perhaps you will need to show that ViewPager with NestedScrollView for scrolling the content in future.(needs a trick, but you can achieve this).
So, my suggest is, you should be able to show that footer all the time in the below of that ViewPager by adding it like this:

This should show the footer all the time (even when ViewPager is collapsing).
Or if you want to show it in your ViewPager:
you should add this in your contents:
app:layout_behavior="#string/appbar_scrolling_view_behavior"
Which means, it will put the contents below the AppbarLayout
Anyways, your contents problem is coming from that GridView like i said, it will match all the content and you don't have ScrollView or even NestedScrollView to show the other contents.
