is there a framework that allows cross platform GUI programming on android,windows,mac,IOS.
Currently my main focus is mobile devices
Yes, Kivy is the framework that meets your requirements.
Sure! You should definitely check the Qt framework. Continuosly growing and it's very robust, very professional with excellent tools like Qt Designer (to create your GUIs like in Visual Studio).

while developing an app for two platforms: iOS and Android, I've decided to have a central place of taking care of the localisation of string values. The aim is to have the strings synchronised between the iOS and Android apps, and not to care of modifying them in both projects each time separately... do you have any ideas how to tackle this problem?
The most "non-pain" way to setup will be - name all strings the same, and then use simple tools like:

My computer stopped working recently. Is it still possible for me to develop games directly from my android device?
I have already tried playir, but decided I ideally want something more advanced than a drag-and-drop tool.
Actually, there is an app that allows you to write and compile native Android apps using Java and C/C++, just as you would within Android Studio or Eclipse on a PC.

There is nothing more advanced than writing actual code.

Is there any way to compile Python code for making Android apps or are all Android apps coded natively in Java?
Not actually a Python compiler, but Python for Android allows you to create APKs with Python code.
About “are all Android apps coded natively in Java”: no. Android also support applications written in C, with the Native Development Kit

I'm looking for a free tool on Macbook for Android GUI design. I just want to easily draw GUI prototype for review purpose with internal team and customer. Could anybody recommend me a tool? If no such recommendation on Macbook, Windows based tool is acceptable too.
I tried a couple but the one I liked the most was Pencil, available as standalone application and as a firefox plugin. I searched a time ago, so chances are that you could find something better, but it's worthy to give it a try.
