I've set up a grid of ImageViews with TextView overlays. My ImageAdapter code is as follows:

You will have to make the adapter a member of your activity
The main idea is that you modify the backing data and and notify the GridView that this has changed and it is time to be redrawn
Your getView() method implementation needs a lot of improvement. It will cause lots of bugs once the system starts recycling the views (the convertView parameter comes in != null for a position different than it was used for last time)

You can set a unique id to each ImageView using names (See here) or even integer numbers with a sequence or something (increasing at each image you put in the view).
Another good way to do this is using the tags, with setTag() and getTag().

There's some problem with your BaseAdapter:
You should use ViewHolder or ReyclerView with GridLayoutManager to avoid laggy when scrolling your ListView.
Look at this block of code:
ImageView img2 = new ImageView(ActivityReviewUpload.this);
img2.setImageResource(R.drawable.ic_my_loc);
imgTop.addView(text);
Above code will be called everytime you sroll your ListView. Therefore, you always add new ImageView to each row when scrolling. You should remove it.
How to achieve what you want? Do it as below:

While you call super(act, R.layout.custom_row); (without passing the objects), you need to override getCount() method, otherwise your adapter can't figure out how many items you have, and this is why there is no call of getView() method.

Your ListView has no room left because the bottom linear layout is using FILL_PARENT (which is deprecated btw, use MATCH_PARENT instead).
Try making your ListView height (and width) to be both MATCH_PARENT. And then deal with the "Ad".
You could have the LinearLayout replaced by a RelativeLayout and have the Ad pin at the bottom of its parent and below the listview.
Second: Why are you using an ArrayAdapter<String> if you're internally using an array of int.
Third: since you're using the wrong type of adapter, you're not correctly implementing it, you need to override more methods (getCount() for example), to tell the underlying adapter: hey, this is the number of items we have.
Since you're not using the provided array of strings, but your custom array of ints that you pass during construction, try overriding getCount() and return the size of your int array instead.

The size of recipeItems is 3 (I check it with debugger). So the getView function in ArrayAdapter should be called 3 times to generate the ListFragment. Here I have copied the ArrayAdapter.

The problem is that getView is actually called three times, while every time the position parameter is equal to 0. So After running the app, I just see a single row in my list instead of 3 rows.
UPDATE: I found out that I just see the first item, but if I scroll it up, then it shows the rest of items in that single row! Consequently I guessed there should be a mistake in the xml file. So I add xml files bellow.

UPDATE 2: I removed the DrawerLayout from my main activity xml and now I see the list. Just confusing.
You may try removing the ScrollView, take the FrameLayout out, put
layout_height="0dp"
layout_weight="1"
to the FrameLayout. You will need to manually fix the height of your navigation drawer to predefined pixel.
The above setup will make your FrameLayout & your ListView inside it take all the available space left from the navigational drawer.
The problem is, if you place a ListView inside a ScrollView - there is a rendering problem. I have not worked with ListView inside FrameLayout so cant really comment on that.
If you absolutely need to keep the ScrollView, you would need to re-render your ListView so that it spans the height it needs. Check this thread
I'm trying to create a horizontal scroll view inside a listView. My main activity uses xml containing listview. It calls a custom adapter which extends a base adapter. This custom adapter inflates a xml containing HorizontalListview and getView method calls another adapter.
THis is my custom Adapter that inflates a xml containing a TextView and a HorizontalListView. I call an adapter for the HorizontalListView inside the getView, in which i pass in my activity, and I also pass in the array of items. When I run my application the customAdapter works fine and I get the right views, but my HorizontalListView doesn't show up at all. I don't think I'm passing in the right parameters. I thought passing the activity would be good, but I guess not.

I am new to android and am trying to create two fragments and have it so you can slide between the two, one is a list and the otehr a grid. I had the list working when it when I was using an ArrayAdapter and had my EventListFragment extending ListFragment (if code is helpful let me know and ill post that part)

You are inflating the wrong layout
You should inflate the one that has listview and initialize the same.
Change
View view = inflater.inflate(R.layout.eventgrid ,container,false);
to
View view = inflater.inflate(R.layout.eventList ,container,false);
Every time you want to add an object to a list, you have to provide a view for the object. Android asks your list adapter, be it custom or system-defined, it asks the adapter what each list item is supposed to look like. This is where getView() comes into play.
public abstract View getView (int position, View convertView, ViewGroup parent):
Get a View that displays the data at the specified position in the data set.
If convertView is null, you will get an NPE.
