checkSelfPermission method is not working in targetSdkVersion 22 - android

CheckSelfPermission method is not working as expected and it is always returning zero in android 6.0(Marshmallow). Because the target sdk is 22 and i am using http Client for network connection. Following is the code snippet.

If your application is targeting API level before 23 (Android M) then both:
ContextCompat#checkSelfPermission and Context#checkSelfPermission won't work and always return 0 (PERMISSION_GRANTED). Even if you run the application on Android 6.0 (API 23).
It isn't fully true that if you targeting API level before 23 then you don't have to take care of permissions. If your application is targeting API level before 23 and target device Android version is:
Android < 6.0: Everything will be ok.
Android 6.0: Application's run-time permissions will be granted by default (compatibility mode applies), but the user can change run-time permissions in Android Settings, then you may have problems.
As I said in the 1st point, if you targeting API level before 23 on Android 6.0 then ContextCompat#checkSelfPermission and Context#checkSelfPermission won't work.
Fortunately you can use PermissionChecker#checkSelfPermission to check run-time permissions.

It works on Nexus 5 with Android M.

The method Context#checkSelfPermission(String) was added to the API 23. Also below API 23 it's pointless as the permission is always granted. Make a check for the API version before handling the permissions

When targeting an API level before 23, a compatibility mode applies. The old permission behavior is running, even on devices running Android 6. To use the new permission system, you have to target API 23 (or higher in the future).

Android does not allow directory creation with SDK update

Strange issue, but on one device Android no longer lets the app create a directory (or any directories). This seems to have happened since I moved to SDK 27 (I brought in a 3rd party library that requires the upgrade). Even stranger, it works on other devices. The device that does not work is a Samsung Galaxy Tab S3, running Android 8 (sdk 26).
Here is the code that fails:

The code creates a directory, then copies the app DB in into that directory. This code has been working since the dawn of time...has Android changed some security requirements for file creation?
If you are wondering, I have set privileges as follows:

So the problem seems to be related to SDK 27. Seems they are now requiring (enforcing?) that the permissions for WRITE be granted. Previously only READ was required. I would assume that this was related to security upgrades, but I could not find any documentation on this change. Perhaps everyone else just did the inclusion previously. For those wanting to see code that does the permissions handling, I pulled the following code from another Stack Overflow a while back. I merely added the WRITE_EXTERNAL_STORAGE part that was previously missing:

Android debugging on real device - MissingPermissionException [duplicate]

In Lollipop, the download functionality works fine in my app, but when I upgraded to Marshmallow, my app crashes and gives this error when I try to download from the internet into the SD card:
Neither user nor current process has android.permission.WRITE_EXTERNAL_STORAGE
It complains about this line of code:

I have the permissions in the manifest outside application:

You should be checking if the user has granted permission of external storage by using:

Unless there is a definite requirement of writing on external storage, you can always choose to save files in app directory. In my case I had to save files and after wasting 2 to 3 days I found out if I change the storage path from
Environment.getExternalStorageDirectory()
to
getApplicationContext().getFilesDir().getPath() //which returns the internal app files directory path
it works like charm on all the devices.
This is because for writing on External storage you need extra permissions but writing in internal app directory is simple.

In a simple way the permission can be granted using manifest.xml file, but it was ok till the api level 23 sdk version 6, after from here, if we want to get the permission we have to ask for the use to allow the permission which are needed.

What is the easiest/shortest way to assign all permissions to Android app ?
I need this because:
We are developing a proprietary app for android plug pc, which will be the only app that runs on the device on foreground. As we are planning for non-interrupting updates on the device I want to assign all permissions on the device during the very first installation itself.

How to handle when user clicks on deny and checked the checkbox while asking for multiple permissions at a time in android 6.0

According to the runtime permissions documentation an app can check for runtime permissions and request permissions if it hasn't been granted already. So I was writing a program for handling run-time multiple permissions at a time. I did it correctly but unable to handle when the user clicks on deny and checked the check box of "never ask again". In this case I want to open the permission intent as shown in image 2. when the user opens my application next time.
I am unable to detect the case when user checks the check box "never ask again" and clicks on deny button.

Do not request for multiple permissions at the same time. This makes the user experience unpleasant. If the user clicks 'Do not ask again', since the checkbox is not shown the first time, it is probable that he doesn't want to use that feature of your application. But if he does try to use it, simply show a toast or snackbar that the feature can't be used since permission hasn't been granted by the user.
Programatically opening the permission screen isn't possible currently, and if you try, you'll get a security exception.
