I'm working on a mobile app project that uses Google Places APIs and have some questions:
From my research in Google documentation, they allow FREE and UNLIMITED use of their Google Places API data when used by Android devices. Currently, my development team is accessing Google Places Web Services API for all API calls. For the Android devices, should I have them change to use Google Places API for Android in order to take advantage of this?
I read in Google's API policy that they may allow for caching of API data (with limitations - i.e. you must refresh every 30 days, etc) if you want to increase performance of your code and/or use in offline mode, etc. However, it says you must get their permission for caching from Google. I cannot find how or where to request this permission. Would be helpful if you can point me in the right direction with a form or a link or something.

Google Drive Android API is a native Android API which utilises the Google Play Services to communicate.
Whereas the rest API is a HTTP API - Which can be used in any platform - Web, Android, iOS. REST api is implemented using REST approach.
The Android API is an abstraction layer with certain optimisations. So your choice of API would depend on your use case.
I'm new to app development and have a few questions related to google maps and places
I am a USA resident and developing an application with a programmer in India which will work on Android and iPhone. I'm wondering if I can use apple maps on iPhone and run Google Places over it. I thought I read paper work saying google places must be run on google maps period. My programming guy said this is fine to do because my app will be free? And we will run google maps on iPhone after we have established people want the app? I will have to upgrade to the business edition of maps once the app hits say 10000 users also which means I can use places over any map.
Can anyone confirm this?

Google Places API usage must conform to our Terms of Service. And yes, you are correct, you need to display Google Places API results on a Google Map. We have Google Maps SDK for iOS so that should be reasonably easy to accomplish.
Being a free app doesn't absolve you of conforming to our Terms of Service, fwiw.
Using the Google Places API you can search the nearby places of a given co-ordinate. It is true that you can only request around 1000 times for free. Places API doesnt require you to be running any map application ( Apple Maps or Google Maps ). It is simply a WebService hosted by Google from which you get the data back. You can choose to display the data however you want.
I'm currently using Google maps API and directions API for getting routes, however there is a limitation upto 2500 requests per day. so while searching for a way, got confused after i came across this link..

its basically a software development kit that makes use of the google maps api and helps you in development of apps that use those apis... if request limitation is an issue try other opensource apis like argcis or tomtom etc
In order to use the individual SDK such as map, you would require a key. That key is persistent, meaning once you have one, you can keep using that same key in your app manifest, regardless of how many copies of the same app you have.
However, there is a daily limit imposed on how much keys can be requested per day from google to prevent abuse. With that said, I don't think you would have a problem of requesting one. If it is given out for today, just wait till tomorrow and the limit would be refreshed.
As for the Enterprise version, you get more support over the normal version. The main differences is that you get the Business SDK as a static library rather than one using the Google Play Services. That is all.
Would be great, if someone suggest me a way to access Google Googles API or Google Search by Image API.
Currently seems that Google doesn't incentive the use of this API for third parts developers unlike the others Google APIs.
The image search in Google site has a button with a camera that allows the user to upload an image and start a search by image content, if the Google Googles API are not accessible directly, maybe, a good idea might be parsing the Google Search by Image page code and implement a system that access this service through Google Site.
A way to access this function in an app would give to developers infinite possibility to make new awesome apps.

Both of these features use internal APIs that are not publicly accessible. They're not intended to be used by software that you write.
If you tinker around, you might be able to reverse engineer them, but I'd recommend against it. Any code you write that depends on them can break at any time without warning.

However, it is limited to writing moments, sharing, +1 only.
I want be able to view feeds/pictures like Facebook/Twitter.
Is it not available? Or am I not looking at the right place?
Currently the Google+ History API only supports writing moments. The history API is still in developer preview, which means it is not yet final and subject to changes.
If you follow the Google+ Developers page, you'll hear about any updates as soon as they are released. You can also sign up for the platform preview group to test upcoming changes and hear about updates.
What is a 'moment'? G+ stores pictures on Picasa, so you could use the Picasa API to get the pictures. A 'full' API is not available, AFAIK.
To read from the Google+ API you need to use the REST endpoint. It is documented here:

There is an example of using the REST api from within Android here:

The example writes a moment using the REST api, but it should be straight forward to use it to read from the public data api instead.
