You can use flutter also for application development that allows you to create app in android and IOS both at the same time.

As mentioned by Evan, this is really the domain of Mobile Device Management (MDM) and involves a pretty heavy-handed control from the app.
There are a number of solutions already available such as Air-Watch or Good who specialize in exactly this sort of thing.
I think building your own from scratch would certainly not be trivial, though there is a lot of discussion which could help in getting you started (check here for instance).

To archive that, I think you must build your own Android ROM. If you only want to install your HOME app to a device, user can easily get back old home screen.

Yes, absolutely ... the android SDK comes with an emulator, which, while quirky in some ways, does a pretty good job of letting you at least start learning and running most sample projects.
edit: This thread is somewhat old, but in recent times a new emulator has been released that is quite nice. Check out Genymotion :)

Yes you can learn android dev without having a device, although it is really good to have one if you are into dev.
I started 3 months back and this is what i did
Downloaded the sdk and tools
Created a hello world app
Read about android sdk best practices in the developers site.
Looked at a lot of sample apps to know how they work
Started creating our app.
If I could do it, I am sure you could do it too. Android development is very easy to get started. You have all the info you need in the android developers site. If you need any help we are here at StackOVerFlow :-)
You need to fulfill the following requirements
Java knowledge
Android sdk
Android simulator
working knowledge of android OS(you can get it using emulator)
creativity and logics
Finally, a video tutorial(I suggest lynda.com)

u should actually test on ur device when u r making an app that uses one of the following :
GPS, or wi-fi to get user location
when u want to use any phone sensor in ur app
when u r trying to integrate camera/ camcorder in your app
also u might need to actually test phone call/sms functionality integrated in an app
otherwise the emulator just works fine

Sure. Just get an android emulator and use that for your development. there are free emulators available online as well as tutorials and lots of books available for android OS development.

I m creating an app in android. The apps use the functions in the other apps which are already present. I want my app to be standalone. I can't use the functions in those app.
To be more clear, If i create an app for making video calls. The app needs to use the functions in the phone apps. can i just create an instance and use the functions or should i redo all the functions which are required?
It will be helpful if i get to know what will happen wen the app is inserted in the code base and compiled.? where ll the R.java file get created?

developer.android.com is really useful when it comes to explaining the various features of android development, as well as some great code samples.
When you say you are using the functions of other apps, are you using intents or checking if the app is installed?
If there is an app that has the functionality you need, you can always set a home page that tells the user that these apps will be needed or change your application so it uses the features in android and not the third party apps.

If the apps don't provide an API or intent-filter for what you want to do, you cannot include/integrate them easily.
Unless you have a license to use components from the other apps and have access to their source code, you are going to have to re-implement the functionality you need from scratch or from a combination of available platform capabilities, libraries, and appropriately licensed example code.
(If you were content to leverage exported capabilities of other apps that had actually been installed on the device, you could do some things via intents. But you seemed to say this was not acceptable, that you needed to take capability from apps that would not be installed.)
I have an app in Android Market which is a standalone app that's essentially a full conduit to an SQLite Database(add, change, delete, inquiry). Some of my potential clients have asked to see a sample of my work, but they don't have an Android device.
Other than just showing them screenshots etc., is there a way I could have them go to a website where they can actually run it & check it out.

You can use one of the patterns like MVC/MVP/MVVM to create your core library and then develop additional UI variants for different clients: Android, java applet etc.
Alternatively you can develop a mobile web site as you suggested and use simple android app to navigate built-in browser to it. This might be somewhat transparent to most users. I think Android MSN client uses such an approach.
I see 2 relatively easy options.
Give them an .apk designed to only
run on the emulator (you can check
the ID, the emulator ID is 00000...)
and they can boot up an emulator and
run it. If you're worried about them
reverse engineering your .apk you
