Play store not allowing to publish beta version with target sdk 23 - android

i am trying to upload release as BETA version but every time it show this
error
it is forbidden to downgrade devices which previously used M
permissions (target SDK 23 and above) to APKs which use old style
permissions (target SDK 22 and below). This occurs in the change from
version 28 (target SDK 23) to version 25 (target SDK 21).
the gradle im using currently is
compileSdkVersion 23
buildToolsVersion '23.0.3'
defaultConfig {
minSdkVersion 15
targetSdkVersion 'N'
versionCode 29
versionName '1.12.5'
multiDexEnabled = true
}
please see the attach image. I also add M permissions in my app and i am still can't publish beta version Why?

android app installs but i can't open on android 4.4.2

i have built an app in android studio.
Here is the story so far:
1) the app runs on all my android devices with 5.0 or higher. 2) the app runs in the emulator with Android 5.0 or higher AND android 4.4 as the OS
The issue is that it will not open and run on devices, that is an Android KitKat (Android 4.4.2). I can install the app and see it in the installed apps list, but I cannot OPEN the app, nor will it run on the device
I used the android studio to create the app. Here is the app Gradle.build file:

You need set your project's target SDK version lower. In your project, you should set the target SDK version lower than 29.

Does the targetSDKVersion in the build.gradle file for an Android application automatically update when there is a new version of Android available?

If you have the latest version of Android installed on your computer, the build.gradle file automatically seems to set the targetSdkVersion to the latest for you. Currently, Android version 28 (Android P) is the latest version of Android OS. Right now, the Google Play store requires that your Android version is at least Android version 26 (Android O). When Android version 29 (possibly Android Q) comes out, what will happen? Will the build.gradle plugin automatically update the targetSdkVersion minimum be incremented to 27 (will I need to revisit this application when version 31 is released years from now)? Will the build.gradle plugin automatically change the targetSdkVersion to version 29 or is that something I will need to reconfigure again myself manually?

targetSdkVersion does not automatically update in build.gradle. However when a new version of Android comes out, targetSdkVersion will turn yellow and get flagged with a warning that you are not targeting the latest version of Android. You can then choose to update when you're ready. You will never be forced to update, except when Google Play increases the minimum targetSdkVersion, which is currently 26. When this happens, you won't be able to publish new updates on Google Play until you bump targetSdkVersion to be high enough. But your existing app will not be removed from the store.

Why android studio always install sdk plataform 26

I'm started developping to android with android studio and im targeting api 19 so i've configured all workstation to run around it
but even if i configure a project to api 19 always on every new project android studio forces me to download android sdk 26
the default generated gradle is like

My computer runs on ssd and i have low free space, but even if i had tons of GB free why am i forced to download something i dont want to use? is there a way to disable it?

APK Installation failed after updating target SDK to android P

I have updated compile SDK and target SDK version to android P but after updating application is not able to install it is giving the same error popup even after uninstalling the older version of APK from my device.
My build.gradle settings :

What I figured out is that you can't target a developer preview version as the targetSdkVersion in a device or emulator that has a release version. If you really need to set the targetSdkVersion, you need to run it in a device/emulator running android-P developer preview.

Problem to publish app as Beta version i can upload and save as draft. Play store show me this error after release Save as draft.
