everybody! I have a fragment in FrameLayout container within activity, which has Navigation Drawer. Fragment has TabLayout. And the problem is, as you can see, that
activity's toolbar drops shadow on fragment's TabLayout. I dont want to place TabLayout in activity's AppBar layout because I won't have access to it from fragment and, moreover, I don't need that TabLayout anywhere else.

The AppBarLayout in support library v24.0.0 uses StateListAnimator. Setting appBayLayout.setElevation(0) will have no effect if you use in this new version.
Instead try setting elevation to 0 in the StateListAnimator as follows for Build.VERSION.SDK_INT >= 21:
StateListAnimator stateListAnimator = new StateListAnimator();
stateListAnimator.addState(new int[0], ObjectAnimator.ofFloat(view, "elevation", 0));
appBarLayout.setStateListAnimator(stateListAnimator);
From Support Library v24.0.0 AppBarLayout uses StateListAnimator for set elevation. For get the same behaviour as pre-24.0.0 just set animator as null and call setElevation():

Also check out this question, it uses almost the same layout, and it also shows how to change the behavior of the BottomNavigationView so that it hides when you scroll. If you wish to implement that feature make sure to create the class BottomNavigationBehavior (or whatever you want to call it) and add this line to your BottomNavigationView in XML:

I've tried putting the ViewPager inside the AppBarLayout, and the Toolbar and TabLayout in a CollapsibleToolbarLayout. However, if I do that, the ViewPager layout isn't even shown and the ActionBar is permanently hidden.
What do I do?
CoordinatorLayout doesn't work with listview. So either replace the listview with a recyclerview (which i would highly recommend) or put your listview inside a NestedScrollView. The xml code you posted is ok. If any of these is not working then post your fragment's xml code and hit me up again
I have made Toolbar using coordinate toolbar in my app so that i can hide toolbar while scrolling . I also have ViewPager inside it . So when user scroll only Toolbar hides and tabs stick to the top . But in other activity i just want to display toolbar what is the better way to that ?

If you just want to display Toolbar inside other Activities, you can add the Toolbar to any root layout of the respective Activity like LinearLayout or RelativeLayout (which ever suits your app's needs).

Then I populate my ListView with items whose layout is defined in another xml file. My problem is with the ViewPager layout_height: it is now set to match_parent, but the element extends over the bottom of the screen, with the result that the last element of the ListView is covered by the navigation buttons.

I faced this issue too. It's because of AppBarLayout behavior in CoordinatorLayout. By default when you create a project from a template it will set up layout with hiding Toolbar. You can run your example and check it - just swipe toolbar up and it will hide and ViewPager will move up and then correctly sticks to the bottom of the screen.
It's not a solution for some cases so you can disable this behavior by removing app:layout_scrollFlags attribute from your Toolbar. After this, the toolbar will become unhideable and the ViewPager will calculate own height correctly.
I solved using a LinearLayout as the only child of the CoordinatorLayout, so everything else becomes a children of the LinearLayout. It seems to me to be just a simple workaround, not a final solution, but now it works. This is now the layout of my main activity:

I am new to android , in my application am using navigation drawer activity (Materail Design) and have a webview in a Fragment . The Navigation loads webview without any problem . But i cannot scroll the webview vertically , i can do horizontally .I can see the vertial scroll bar on horzontal scroll , but not functional.

You are accidentally wrapping your FrameLayout in your AppBarLayout, move your FrameLayout underneath the AppBarLayout.
So what is happening is the AppBarLayout is taking your scroll event instead of the WebView.
