The only problem I am having is, I can't figure out how to split the layout as shown in the picture.
You can solve this multiple ways. I don't know the requirement for your layout but you really don't need two LinearLayout to solve this. However, with what you have currently all you have to do is give your first LinearLayout an id, and set the height to wrap_content like so:

then in your second layout set the positioning to be below your first one, set the height to wrap_content and remove layout_alignParentTop otherwise your second layout will overlap to your first. So you have something like this for the second:

This will put the second layout underneath the first, but the sizing will vary unless the first layout is always a constant height.
If you know you always want a 70:30 ratio regardless of the first layout height, you can use layout_weights instead. I can add that in if that's what you're looking for instead.
To have a constant ratio, change your root layout to be LinearLayout instead of RelativeLayout then set the orientation to be vertical and a weightSum to 1.
Then set your first LinearLayout to be a layout_weight of 0.7 and your second LinearLayout to be a layout_weight of 0.3. Like this:

This LinearLayout has height which is match_parent, you should have used wrap_content or use a fixed height so that the second layout must be visible
This layout uses a weightSum in the first linear layout when you add the last LinearLayout you do not include a weight for it. This is causing the UI to render incorrectly.
I've included a couple of option solution for you both should do the job.
Option 1
change the weighted sum in the first LinearLayout to 11 and then add a weight value of 1 to the last LinearLayout.
Option 2
Add a weighted value to the last LinearLayout but you will need to adjust the rest of the weighted values so it equals weight sum in the first LinearLayout (10).
LayoutWeight Review
LinearLayout supports assigning a weight to individual children with the android:layout_weight attribute. This attribute assigns an "importance" value to a view in terms of how much space it should occupy on the screen. A larger weight value allows it to expand to fill any remaining space in the parent view. Child views can specify a weight value, and then any remaining space in the view group is assigned to children in the proportion of their declared weight. The default weight is zero.
I mean how can i locate a ImageView in two layouts? i have 2 relative layouts one is up, one is down. The up one has a ImageView but i want half of this ImageView located in down layout. How can i do that?

In this scenario the "top" layout needs to be created at last to be displayed on top of the rest of the views. If you need it to have a background colour, you need to apply the colour to the main container.

if you want something easy you can put those layouts in to a parent relative layout and then you can add a image view in parent relative layout as last child and position it how you need
I think you should wrap both your RelativeLayout in another Parent layout, and in that layout, you will place your ImageView (which will span both the other layouts.
Something like this pseudo-code:

The android:layout_weight attribute tells the LinearLayout how to distribute its children. If you give both widgets the same value, but that does not necessarily make them the same width on screen. To determine the width of its child views, LinearLayout uses a mixture of the layout_width and layout_weight parameters.
LinearLayout makes two passes to set the width of a view. In the first pass, LinearLayout looks at layout_width(or layout_height, for vertical orientation). If the value for layout_width for both of the LinearLayout is wrap_content, then each view will get only enough space to draw itself.

Hi I have an activity with an imageview and a row with buttons at the bottom.The buttons are added to the iconView layout programmatically.When I test my app on my HTC one the buttons are displayed correct.
Once I run it on a device with a smaller screen it is cropped i.e. only the top of the buttons is displayed.
How can I make my code device independent?

and the with a static height without the layout_weight, this should solve it
Unfortunately the solutions did not work. Eventually I changed my code and add the buttons in the xml, not programmatically. This works fine. I don't know why...
When adding button either programmatically or in XML layout, try to use LinearLayout as the parent for button and leverage the "weightsum" property of that LinearLayout.
When you're going to share the real state of screen's width or height equally between a number of views such as buttons or textview or ..., you can set "layout_weight" property on those controls. Notice that, this is only possible when using LinearLayouts.
What happens at the end is that the linearlayout's real estate is calculated and allocated according to each child's element's "layout_weight" value.
The example below shows how to put two buttons beside each other and make them fill the screen's width equally :

I have a FrameLayout with many children. One of the children is a LinearLayout. I want the width of the LinearLayout to match_parent but about 90% so; which means I want to add some sort of paddingLeft/Right or margingLeft/Right.
