According to this answer, LingPipe is a good library to use in Java. I want to know if it can be used for android too. If possible, a link to sample code will be helpful. Mainly I am looking for offline sentiment analysis.
If there are better alternatives, please suggest.

I need to develop a facial features detection application by which I could be able to detect eyes,nose,lips,head along with its face. For this I opted for OpenCV. I had gone through many tutorials and also sample projects. There I could see the usage of haarcascade files through which I could detect the facial features while recording a video. As I know the location of haar cascade file.
But no site could tell me the complete implementation of haarcascade files in OpenCV android project.

That is a good approach for detecting faces using openCV. Since you are using android, you will probably not find code written in java but you can always modal it to work on android too. I am developing android game using opensource cocos2d-android-1 library available here . I also developed demo application using this tutorial.
Now I want to do further development but I am not getting any documentation for this library and how to use library. If anybody knows any blog, forum, documentation for this library project please suggest me.
I recommend you use cocos2d-x instead. It is also a port of cocos2d-iphone but with more platforms, a better documentation and a wider community than cocos2d-android (but still not as good as cocos2d-iphone).
It's probably a bit more painful to start because you need to understand how to run native code on android but you probably won't regret it when you decide to port your game on another platform.
many example is available on the github for cocos2d-android and documentation is not in large scale but you can handle most of the things from the test sample which is available in the cocos2d-andriod . if you getting any problem ..post here to get the answer or help..

If your programming then i also suggest using ZXing project lib to do the same.
You definitely need to seek guidance from ZXing's project, as mentioned below your question by blessenm. Once you get the code. You need to setup that code and run that on your device. Explore this code and get the basics. I hope it will be lot easier for you to understands how it works. You can simplify that code eliminating extra things.
I'm working on application which needs to implement In App-Billing payments and I was searching more info about it and find a library written by someone else and I'm curious about it. Is it good to be used and if anyone here already tried it. It seems like it's not so complicated to understand,but I just want to hear some information can I used it and is it stable enough. Here is the project code which I find :AndroidBillingLibrary.
So any suggestions / advices and information about that library is welcomed. Or anything else which will help me to understand more clearly in app-billing process in android (except the documentation in android.com) will be really great!

It very clearly states on the tin: 'This library is a very early release and it should not be used as production code'. So if you want to use it, you will have to understand how it works to be able to fix it when it breaks. You might as well write your own.
Read the official documentation, study the dungeons sample, try to understand and if you get stuck, post specific questions. Otherwise, just hire someone to do it for you.
Are there any decent Android NDK examples and tutorials out there? Where can I find them? If there are any geared more specifically towards game engine development (as I am looking to convert mine over to android) that would be most helpful.
There was a blog post a while about android game programming on the official blog. Also Quake was ported to Android using a mix of Java and Native code and has been open sourced. Not sure how good it is from a tutorial standpoint but looking at real code always helps me more than following a basic tutorial.
