They've changed how it works and now I can't find where it is. According to this guide https://developer.android.com/studio/run/managing-avds.html#viewing it should be a simple as
In Android Studio, select Tools > Android > AVD Manager.
But I don't see any "tools" in my Android Studio client.
You can find it as highlighted in the image
Tools > Android > AVD Manager should work, though. But you have to select Android Studio before you see the correct contextual menu

EDIT: Since Android Studio 3.1 the path would be Tools > AVD Manager
You may not have enough packages needed for the empty project. You should have a window with I think Gradle alert with a link which you can click and you will see a window with a prompt to download missing packages. When all stuff downloads the button to run ADV should be enabled.
I am running Android Studio on Mac OS Mojave 10.14. I found AVD Manager icon in Tool Bar.
Its on the right to the red "stop" button on the bar
For Android Studio version 4 for MacOS, the AVD Manager and SDK Manager are under the tools menu. Note that the menu entries do not appear until after the project has completed loading.

I was creating a flutter project, but I want to run my AVD in the android studio window itself, I already select the option in "Settings-> Tools-> Emulator" and check the option that says "Launch in a tool windows" but it still executes me regardless of the emulator.
I've already done several unsuccessful searches, does anyone have any ideas?

Create a project in normal java and there if that window appears I think it is a problem in flutter or something similar.

It directly forces start your emulator.
Go to File->Project Structure->Modules. Click on the + (Plus) icon on the top middle and add Android then OK.
Tested on Android Studio 2020.3.1 patch 4. Should work the same on other releases

try downloading what you need through Android Studio built-in SDK Manager.
on Windows: File > Settings
on Mac OSX: Android Studio > Preferences
then type "Android SDK" in search bar (or "SDK" or "manager")
you will see the SDK Manager
check Show Package Details on the bottom right
then choose the System Image you need, click ok and proceed with installation
next time you enter AVD Manager, your system image should be available to pick up

Start a blank project
Android Studio complained that certain SDK tools are missing and offers you to install them
After all tools where installed by Android Studio, I could finally create a virtual device via the AVD Manager.
I guess that may help Windows and Mac users.
Use ctrl+shift+A to open the search and type AVD Manager and select it. From there you can manage all your virtual devices like Launch, edit config, delete Device etc...
You can find it in:
tool->Android->AVD Manager.
If you want to make the AVD Manager icon be visible, you can doing this:
Right click on the Toolbar and select the Customize Menu and Toolbar..,
Choose the Main Toolbar.
Then,you can see this:
Click on the Restore Default, then the AVD Manager will be visible. Hope this can help you. :-)
Make sure you have installed Android emulator from sdk manager
Then go to tools -->android-->avd manager
if it doesn't work check settings-->plugins-->android support that

In Android studio 4.0.1 it is on right, directly on panel.
check if android support is checked in pluggins
I installed android studio 3.4 and even i could not see the sdk manager under tools. There are two ways to get to SDK manager:
From the start screen of android studio (popup, where you select a blank project or any other existing project), there is a configure button at the bottom right of the popup. Click that and you would see the option for SDK Manager.
From toolbar Android Studio -> Preferences -> Appearance & Behavior -> System Settings -> Android SDK ( or in preferences window search box type 'sdk' and you will goto this path directly).
In the new version of Android Studio You can find the sdk manager option on the top right corner. just beside the search option.
I have solved this as follows:
Window > Customize Perspective... (you will see Android and AVD Manager are disabled)
Command Groups Availability > Android and AVD Manager > check
Tool Bar Visibility > Android and AVD Manager > check
I am seeing this same problem and am not finding this solution works. Perhaps this solution solves some cases where the SDK Manager Option is not shown. But, I think there are others.
I strongly recommend avoiding Android Studio at this time. It's a beta project and as such ... not intended to work as expected.

I don't have this button on my toolbar - does the toolbar change depending on what you have got open or something?
I also cant find this command in the menu (inc under Menu > Windows).
I'm on Ubuntu 12.04, eclipse 3.7.2
maybe the tutorial is out of date because I don't have a run button on the toolbar either (the nearest thing is 'launch external tools')
From the link below, see the Icon of this on the topmost left corner. It should be visible if you have correctly installed the plugin and create a virtual device.

You can launch the AVD Manager in one of the following ways:
In Eclipse: select Window > AVD Manager, or click the AVD Manager icon in the Eclipse toolbar.
In other IDEs: Navigate to your SDK's tools/ directory and execute android avd.
I think if you can build android project ,and you have install adt plugin.
I suggestion you could use adt-bundle, not native eclipse:

Have you correctly install the Android SDK plugin for eclipse or in alternative have you install the Eclipse Android SDK?
If you have done this, from Eclipse go to Window -> Customize Perspective then select the third tab Command Groups Availability and check Androdi SDK and AVD Manager. THIS WORKS FINE FOR ME.
