Permissions not showing when installing generated APK - android

I have an issue where I can't install the APK.
I have built an APK in Android Studio and sent it to a user.
However, the user is unable to install the APK, it reaches the screen where it shows the list of permissions, but none of the permissions is displayed (empty screen with "Cancel" and "Next" options) and the user can't click on next as well.
However, the user was able to install a generated APK with none permission (comment out all the permissions), and this issue specific to "Sony X F5121" with the latest Android OS.

Beginning in Android 6.0 (API level 23), users grant permissions to apps while the app is running, not when they install the app. This approach streamlines the app install process, since the user does not need to grant permissions when they install or update the app. It also gives the user more control over the app's functionality; for example, a user could choose to give a camera app access to the camera but not to the device location. The user can revoke the permissions at any time, by going to the app's Settings screen.

Android Studio: "run at startup" missing permission

I just published my app in the Google Playstore and it has "run at startup" feature turned on, but I don't have any permission for it in my AndroidManifest. Why is this happening? How could I remove it?
My AndroidManifest permissions:

It's because of the move from com.google.android.gms:play-services-ads:19.4.0 to com.google.android.gms:play-services-ads:19.5.0

The Play Console asks me to remove the location permission in every version

I have a special application for kids on the Play Console. I'm trying to update with the new version. However, I keep getting the following error.
I'm even trying to submit a pre-approved version from the library for review, but it shows the same error without submitting for review.
If your target audience only includes children under 13, you should remove the request for location permission from your app. Please go to the app content section.
I searched for my application code and sub-libraries, but location information is not accessed in any way.

This is the case with permissions perceived for apk in the app package explorer on the Play Console.

Play Store rejects my app for sensitive permissions

I'm submitting my app today, with the same permissions of one week ago, but Play Store rejects it with message:
Error
Your app cannot be released because the following APKs use sensitive permissions that have not been declared: 2. If you wanted to do a gradual implementation, you will need to do a full implementation.
The permissions are these (from one year):

Android Media/Photo/Files Permission when Installing the application

I just uploaded my SMS application on Google play store but the problem is that whenever user install the application the app needs access to Photo/Media/Files too. However i donot write this permission in my manifest. please tell me whats the issue

You are asking for a permission (WRITE_EXTERNAL_STORAGE) from the STORAGE permission group.

Android M Permissions: Missing some of the old ones

I have to implement the new permissions system but i cant find some of the permissions i used earlier in my android apss:

For example: I used:
<uses-permission android:name="android.permission.GET_ACCOUNTS" />
I can now replace this by
<uses-permission android:name="android.permission-group.CONTACTS" />
Because GET_ACCOUNTS is in the Group of CONTACTS.
But what about the other permissions i posted. They are not listed anywhere in the system permissions

Hence, you can request them using android:maxSdkVersion="22" in you uses-permission tag like this:

As for the last permission. That is:
<uses-permission android:name="com.google.android.c2dm.permission.RECEIVE" />
You don't need to use the permission request for it, as it is allowed.
Looks like some permissions got deprecated in API level 23. If you are targeting API 23, then take care appropriately (i.e. request permission in runtime for "dangerous" permissions).
I think you should still keep them in manifest file for older SDKs.
