I am trying to publish a card game to google play store and every time I do I get the below e-mail app from Google Play Team. I have changed the package name and category of the app 3 times then also the same issue comes up again and again the app has no ads but it offers in-app purchase.It is simple card game which allows users to play various card games like rummy teen Patti etc.

The email says this:
Apps that simulate gambling, or games of chance or skill that are conducive to gambling are prohibited in the above locales.
Your app simulates various card games. These are clearly games of chance, and your app is "conducive to gambling" in the sense that people can bet (against each other) on the outcome.
It seems pretty clear cut to me.
But either way, Google has the right to do this kind of thing. Note that they are doing this because if they didn't they would be at risk of (for example) having all access to Google Play banned in those countries by their respective governments.

I have an app which is published as closed testing in google play. But it is available only to testers whose emails have been added. But I want the app should be visible and installable to the people/testers ONLY TO THE PEOPLE WITH THE APP LINK. Which means that anyone who has the link can see and download the app but, if people search on the playstore, it should not be visible to them. How can I do so?

We are building mobile applications with mainly similar codebase, with some "functions" which are not available in all of our apps, so for example
- "A app": navigaton function is allowed
- "B app": navigation function is not allowed (for example because country law limitations).
Isit possible to upload it seperately (two different apps with different bundle id/package name) to the Apple Store and Play Store? Won't we get rejection because of the similar codebase?

On the Google Play Store it will not be a problem.
On the Apple App Store it you might get a reject, although I seriously doubt it. As long as you have good intentions there is nothing wrong with an App Store reject and it is not something you should be afraid of. Many legitimite apps gets rejected and after further explanation or small corrections they will be approved.
If your reason is as ligitimite as abiding to local law there absolutely should be no problem.
Both in Google Play Store and Apple App Store you can limit the availability of an app to certain countries. So in this case you would ensure "A app" is available in all countries except the countries where it is illegal. Similarly "B app" should only be available the countries where it is necessary to limit the functionality because of local laws.
The result would be that no country has both apps available. This is also the least confusing for users.
I just uploaded my app to Android Play store. The problem now is when I search it at google play store, other app with similar name will pop on top of my app and I need to keep scroling until i found my app.
My I know why will this happen? Is it because of My app is a new app so need wait more download and review? or I have to implement "App indexing" "I search from google" to allow user to search my app easily on google play store?
Google wont push your app to the top until you've had more reviews and downloads than your competitors. There are a few things you can do to try and improve your position.
Try get a more unique name for your App.
Get as many friends and family members you can to download and review your app.
Use the name a few times in the description of your app.
Improve the text in your app description and info sections on the listing.
Give it some time.

One big posibility, the name for your app has keywords which are very competitive in play store. You need first to do some app search optimization.
There’s the second possibility that the app that you’re trying to search for is not compatible with your device. That is why it is not showing up in your device..
However, when you look upon the desktop site, it is visible.
Also, remember that It takes a while to appear on the play store and get ranked in search if you just uploaded it. Apart from that, you may also have poor search ranking if people tend to uninstall it, or you may not be searching for the right term.

I'm starting developing and app about fights and violence and i'm planning to distribute this app through the Google Play Market, like i did with all my other Android apps. I usually develop and publish apps for children, so i'm scared about publish something that is really far from my other published apps. For example I'm scared about the fact that an user, while is looking for one of my child related app, can see the violence app in the "other apps from this developer" section.
Is there a way to avoid that or the only solution is to buy another developer account?
Unfortunately, More from Developer and related search on site and Play app is based on developer's name.
For example, search for more from developer looks like this: https://play.google.com/store/apps/developer?id=publisher_name and for devices market://search?q=pub:publisher_name
The only option is to register separate Google Play publisher account.
To create another account for the sheer purpose of publishing an application which is violent and should not be seen by users of your other applications, is purely a subjective matter. If you believe this is the best way of doing so, go right ahead. I don't see how it will affect any other factor.
That being said, when you publish an application, you already have the option (a mandatory one, I might add) to select the Content Rating. The recommended selection for such an application could be High Maturity. Read more about it at this link.
