As I understand it, it is not possible to set a custom font as a system font in standard Android devices that have not been rooted. However, I hear that it is possible to do on devices from certain manufacturers, like Samsung. So I would like to know how to install a bundled font from my app as a system font if the user has a Samsung phone. Or even if I can't install it directly, how do I make the font available for the user to go into settings to choose it? This is apparently possible since such functionality is provided by iFont and other apps.

I want to create an application that preserves its APK file with the ROM and is available (fresh installs) after factory reset.
Logic:
I bought a new phone from an e-commerce website and the phone had the e-commerce's application pre-installed on my phone.
I uninstalled the application but the application re-installed after I did a factory reset.
Uninstalling the application showed that it was a non-system application.
Automatically being re-installed shows it is included with the ROM.
How do I achieve this?
Factory reset basically wipes the internal storage and replaces it with a copy. On some models, you can replace that restore image- but you need the device's boot loader to be unlocked to do that. Its not a programming thing, its a matter of replacing the restore image with an image including your apk.
If you want your app to always be included in Device even after factory reset. For that you need to embed your app into that particular ROM, Like all google application comes already embedded in Android ROM.
Also If can develop new ROM from stock one then you can embed your apps too. Like, most of the Chinese and Samsung's TouchWiz ROM comes pre-bundled with their own APPs, instead of that stock one e.g Contacts(System), Messaging(System) and Flipkart(Non-system).

The Browser app that is present on TouchWiz (Galaxy) devices is not the stock Android (AOSP) Browser. The Samsung Browser has customizations on top of the stock browser (such as the functionality for OS/Browser-controlled elements i.e. select fields).
The bad news is that it is difficult to recreate these issues without having a TouchWiz/Galaxy device in hand. While you can create an Android Virtual Device using the SDK to test the Browser, you may find that the controls are somewhat different than what are present in the TouchWiz browser.
There are apks of the Samsung Browser app out there, but they need to replace the existing stock browser in your device's system directory, which requires root access.

Not at all, you can develop Android applications on any Android device. Just make sure that if you want to make use of Google APIs that it's a device that supports those APIs. Also, you'll need to enable development under Settings --> Development (I believe, the location actually varies depending on the version).
Nope, just download the SDK and go. All current phones (that I know of) allow you to do debugging on-device.
If you are developing using the Android SDK or NDK, any phone with Android Market is required to be able to be used as a developer device. If you are trying to develop IN Flash, then you will need a phone capable of Flash (Motorola Droid, any Snapdragon or better processor device) but on Android I don't believe there is a way to package a Flash app onto the device, and the Flash app is always run in the browser.

You can embed your own fonts in your own applications for their own use. You cannot add fonts to an existing device, except as part of a custom firmware build, or possibly by rooting the device.
Yes it is possible but as Tamil is not supported as Unicode support is not there in Android.
You will have to make changes as system level and then flash your new system image.
