I'm trying to make the below code work but the toolbar doesn't collapse when using a recyclerView; however, it does't collapse when I surround the recyclerView with a NestedScrollView. Is there something I should change to avoid having to add the NestedScrollView?

In my case, it was because I mistakenly had android:nestedScrollingEnabled="false" in my XML for the Recycler View. Maybe you had it set programmatically?
After removing that line, it works as expected.
For my case it turned out that I needed to set recycler.nestedScrollingEnabled = true not on this top level recycler, but instead on a recycler that was inside one of the views being inflated within the top level recycler.
Change your RecyclerView's layout height to match_parent as #BenP. said and
move your RecyclerView out of AppBarLayout. So, it will be:

The problem that the BottomNavigation scrolls with the content, when the app start the BottomNavigation almost invisible, and when I scroll down the BottomNavigation became visible and vise versa, I need it to be static without scroll behavior, is there any configuration for that?
I guess the problem because BottomNavigation is not direct child of CoordinatorLayout but is there workaround?

UPDATE: After demo project has been updated with a more complex hierarchy provided solution above didn't work as expected.
I did a lot of research and couldn't find any clean solution to have BottomNavigationView inside CoordinatorLayout but not as a direct child.
The only solution was to move BottomNavigationView inside CoordinatorLayout as a child and then change its visibility based on androidx.navigation.NavController destination.

Add exitUntilCollapsed flag to the Toolbar

I want to hide the toolbar when scrolling down so I use coordinate layout and that layout I need to use webview.

Also, please be aware of using WebView inside the NestedScrollView, they might not work properly without adding:

I referred This Question but no answers works for me. So basically I have a BottomNavigationView which hide on scroll down and show on scroll up. it works fine when I scroll Recycler View by touch but does not work when I scroll the RecyclerView programmatically. Seems like it does not trigger CoordinatorLayout.Behaviour when programmatically scrolled. In a certain case I have to open that fragment which contains RecyclerView with scroll to some position, and BottomNavigationView hiding it have to came back when user scroll up That means I don't want to hide visibility of BottomNavigationView just hide on scroll either scroll by programmatically or by touch.

CoordinatorLayout.Behaviour is works with only NestedScroll event. When you try to scroll RecyclerView programmatically it is treat as normal scroll.
Write below line to inform RecyclerView start NesteadScroll, With ViewCompat.SCROLL_AXIS_VERTICAL and ViewCompat.TYPE_NON_TOUCH
ViewCompat.SCROLL_AXIS_VERTICAL: Indicates scrolling along the vertical axis.
ViewCompat.TYPE_NON_TOUCH: Indicates that the input type for the gesture is caused by something which is not a user touching a screen. This is usually from a fling which is settling.

I set app:layout_scrollFlags for my CollapsingToolbarLayout to scroll|enterAlways and expected that toolbar will work like in gapps (e.g. Google Play or Google Magazine) with auto-hide/show like on this sample:

You should measure if the bottom and top offset of the AppBarLayout is offset for more than the half the the height of the AppBarLayout and user has released the scroll. When this condition is fulfilled just start animating the translationY of the Toolbar or the offsetting of the AppBarLayout.
This could be achieved with custom CoordinatorLayout.Behavor or with inheriting existing AppBarLayout.Behaviour and tweaking it to do so.

I have removed the ViewPager and added scrolling behavior to RecyclerView
If Adding a scrolling behavior does not fix your issue

THEN TRY THIS
I had to give padding to recyclerview which is equivalent to the toolbar/actionbar(app bar) height.
android:paddingTop="?attr/actionBarSize"
add the above line to the recyclerview xml file
When I have included RecyclerView from another layout the same problem occurred. I added this following line on recyclerview and the problem no longer persists.
app:layout_behavior="#string/appbar_scrolling_view_behavior"
Missing this above line will make this problem.
You need to add this attribute to your RecyclerView:
app:layout_behavior="#string/appbar_scrolling_view_behavior"
i.e.:
<android.support.v7.widget.RecyclerView
android:id="#+id/my_recycler_view"
android:layout_width="match_parent"
android:layout_height="match_parent"
app:layout_behavior="#string/appbar_scrolling_view_behavior" />
trying adding this line in the ReyclerView
android:layout_marginTop="?attr/actionBarSize"
