When I ran any emulator, it is running but I am getting below error.
And also, debugging tools are not working related to adb.
Even the C:\Users\UReddy\AppData\Local\Android\Sdk is installed and set to path variable also.
on your android studio at the top right corner beside the search icon you can find the SDK Manager.
view android SDK location (this will show you your sdk path)
navigate to file explorer on your system, and locate the file path, this should be found something like
Windows=> c://Users/johndoe/AppData/local/android (you can now see the sdk.)
Mac=>/Users/johndoe/Library/Android/sdk
check the platform tools folder and see if you would see anything like adb.exe (it should be missing probably because it was corrupted and your antivirus or windows defender has quarantined it)
close Android Studio, open the Task Manager and finish the ADB.exe process if it's running and then delete the platform tools folder
go back to android studio and from where you left off navigate to sdk tools (this should be right under android sdk location)
uncheck android sdk platform-tools and select ok. (this will uninstall the platform tools from your ide) wait till it is done and then your gradle will sync.
after sync is complete, go back and check the box of android sdk platform-tools (this will install a fresh one with new adb.exe) wait till it is done and sync project and then you are good to go.
If you are still having problems, you may need to set the Project SDK.
unable to connect to adb.check the event log for a possible issue, verify that localhost entry is pointing to 127.0.0.1 or:: 1 for ipv4 or ipv6
Tried adb kill-server, restart, invalidate restart nothing works.

I was also facing this issue in android Studio 3.4 version, but now I have fixed it , if you are using windows then follow these steps:
Download Platform tools from here

Extract downloaded zip file
Go To location "C:\Users\your_computer_user_name\AppData\Local\Android\Sdk" and Delete "Platform tools" folder
Copy and Paste, downloaded platform tool folder to above location
Now Go to your android studio and Rebuild your project Then run.
For Mac Users, follow these simple steps :
Just simply Navigate to Tools > SDK Manager> Android SDK>, then click on the Tab of SDK Tools, then look for Android SDK Platform-tools and update it.
Then the last step, Invalidate cache and restart your IDE, after that, then finally you restart your Mac. (Sometimes it's this step is unnecessary)
It will work out successfully.

System info: Linux Mint Cinnamon 19.1 , Android Studio 3.4.1
Issue description: Problem with platform tools.
Solution: Remove the folder manually and update SDK tools through Android Studio.
Step 1: Go to your Android SDK installation folder. By default under your home directory. Choose platform-tools and simply delete. (/home//Android/SDK)
Step 2: Open Android Studio and go to SDK Tools. (File -> Settings -> Appearance & Behaviour -> System Settings -> Android SDK -> SDK Tools) By the moment you should be able to see Android SDK Platform Tools line unchecked.
Step 3: Put a check to install Platform Tools and press OK. Notice it'll relocate the folder to the directory where deleted.
Now that you re-installed the platform tools, restart the Android Studio and your deployment targets should show up.
If you don't install the platform tool back and ever try to build or run a project you'll get this IDE error. Just FYI :)

If you use Windows, you might have a corruption in api-ms-win-crt-runtime-l1-1-0.dll.
Try to update it - you can get the update from Microsoft's website.
You should check it - path/to/sdk/platform-tools and try to run adb.exe
When you update Sdk platform tools(which contains adb.exe) to release 28.0.2 and if you are using windows 8.1 then it needs few updates from windows.
As per SDK Platform tools release notes(https://developer.android.com/studio/releases/platform-tools):
Updated Windows requirements : The platform tools now depend on the Windows Universal C Runtime, which is usually installed by default via Windows Update. If you see errors mentioning missing DLLs, you may need to manually fetch and install the runtime package."

Faced the exact same issue but after updating with prerequisite url first then the other url provided now it is working perfectly fine for me.
It worked for me by selecting -> Use libusb backend
This worked for me on Windows:
Goto cmd write %temp% hit enter -> delete all data from there.
Restart your Computer.
Open Android Studio now, it will work.
Clear all cache memory (related to Android Studio)

Delete the platform-tools folder from the sdk and replacing with the same from your another pc. I am also facing this problem after updating to 3.4. If you face same problem please update to Android Studio 3.5 Canary Channel.
The reason is for ADB server problem. Simply re-run your adb.
(Go to your SDK folder then inside platform-tools folder you can see adb.exe. copy the path location and paste it in your computers system Environment variable. Set a new path there and paste the adb.exe file location there. hope it will solve )

If non of the above answers worked for you (as same happend to me), down grade to the old version of Android Studio by following these steps:
Uninstall current Android Studio
Go to Android Studio Archive and download any older version
After installation, Open the project. You might see an error like this
This version of Android Studio cannot open this project, please retry with Android Studio 3.4 or newer.
Now, open project gradle and update classpath tools.build version. I.e. in my case Android studio version is 3.2 and classpath 3.2.1

I faced this issue last night, and I tried these methods to fix:
download older platform-tools and place it in the android sdk folder.(not work for me)
adb kill-server, adb start-server.(not work for me, adb had no response with these cmd)
kill the process that occupies port 5037.(for me, there is no other .exe run at this port)
reinstall platform-tools in Android Studio.(not work)
download ADB Kits and replace them in platform-tools folder.(work!!!)
It seems that my adb file has been modified or replaced by some programs. You can try these methods, and I hope some of them can work for you.
I had this issue only after a Genymotion update, on Mac.
What worked for me: Open Genymotion preferences, Select ADB, choose "Use custom Android SDK tools" and points to your Android SDK folder.
Actually the problem is not with the android studio version 3.4
Problem is with the android platform tools version which is latest one 29.
So install the previous version of the android platform tools version it will solve your problem. as above #Ved mentioned.

I encountered this problem when installing Android Studio 3.0.
There was in fact no folder named C:\Users\Your Name\AppData\Local\Android\Sdk after I installed Android Studio. I tried installing the Android command line tools at this location, but android studio did not accept this. (Turns out, the command line tools are not the SDK.)
Managed to fix it by doing a complete uninstall of Android Studio, deleting the C:\Users\Your Name\AppData\Local\Android folder, deleting any Android Studio settings folders (in my case C:\Users\Your Name\.AndroidStudio2.3 and C:\Users\Your Name\.AndroidStudio2.3). After reinstalling and opening Android Studio, it gave me a dialog to download the SDK.
I can think of 2 possible explanations why this worked for me:
Originally, Android Studio was opening a project straight away, which didn't trigger the "download your sdk" dialog. (This no longer occurred since I deleted my Android Studio settings.)
There was some kind of setting that made Android Studio think I already had the SDK downloaded.
Try this - C:\Users\Your Name\AppData\Local\Android\Sdk
Replace Your Name with the name of your PC.
This problem is usual after you update, or reinstall the Android Studio.. Follow these steps-
* Close all the opened project which is opened by default after you started the Android Studio.. and again open the Android Studio, it will direct you towards re-downloading of SDK components from the net (So be sure to have net connectivity at this point)..
* If above step doesn't work, then restart the PC and open Android Studio again..

I was also stuck with this...i tried everything mentioned above, but could not get through.
Then I was about to uninstall and reinstall the IDE as mentioned above.
When I was about to uninstall, to my surprise, I found Android SDK Tools in control Panel -> Programs and Features, which was the thing I was looking for!

I didn't know how to find the path of that, because even after searching in my computer, I didn't get it. So, I went on further and clicked on uninstall.
There, I found the path of Android SDK Tools "C:\Program Files (x86)\Android\android-sdk\". I did not uninstall anything.
I linked this path in the dialogue box, the error was gone!
Whoever encounters the same error, should look for the "Android SDK Tools" in the programs and features in control panel, and then go for uninstalling the same.
There you will find the path of the tools folder.
Copy and paste that path, and you shall get through.
When installing Android Studio on my Mac I accidentally cancelled the dialog box that would normally have installed the SDK. To fix this I deleted Android Studio from /Applications, and deleted the following folders:
% cd $HOME
% rm -rf Preferences/AndroidStudio3.4
% rm -rf Logs/AndroidStudio3.4
% rm -rf Caches/AndroidStudio3.4
% rm -rf Application\ Support/AndroidStudio3.4
(Adjust the version number for your version.) I then reinstalled Android Studio and let it guide me through the SDK installation process.
In case anyone get to experience the same weird situation as me:
I had installed Android Studio, had projects saved, but for some reason I had to do reinstall Windows (and during that I deleted my "Android-folder" in ".../local". When you do that, you will encounter the exact same pop up.
No worries, close it and even though it says that it is needed, it's not. You just don't have access to the prior projects. When saving the new one, then everything will be OK.
The problem was solved by downloading the SDK again, in my case I had deleted the SDK folder that was in C:\Users\george\AppData\Local\Android\Sdk, because I deleted it then I had to download the SDK
I just reinstalled Android Studio (everything) C:/user/yourName/.androidStudio.4 and C:/user/yourName/.androidStudio.4.
You dont have to delete your projects folder!
In my case, going to the Settings menu in Android Studio, there I could download the SDK (none were installed) through the "edit" button
I got this error when moving a project from one computer to antother, even though it wasn't an Android project and didn't need an Android SDK.
The solution for me was to open the file local.properties and remove the line that says sdk.dir. Hope this can help someone.
All you need to do is close the project opened in android studio. This error occurs when you reinstall Android Studio. The previous project that you have been working on will be opened by default. Select that folder from file explorer and move into different location and then again launch Android Studio. The SDK installation will begin thereafter.
The Reason that why Android Studio can't install/find SDK automatically:
As I tried many times for reinstalling Android Studio, but each time I faced with this SDK popup. I figured out that after installing, Android Studio seeks for project folder automatically (usually located in C:\Users\Username\AppData\AndroidStudioProject) to syn previous settings, gradle, SDK path, Android Studio Settings etc. When I deleted this folder (if you need your previous projects copy it somewhere for latter replacement) the usual installation has been started after clicking on install.
I just encountered this issue when updating my Android Studio after a couple of years of not using it, and the solution ended up very easy:
I exited the window with the SDK prompt and closed the old project it was trying to open. Once the project was closed, the IDE was able to prompt me with the download window, and there SDK download worked!
I just initialised a project on Android Studio, and it was working fine in version 0.2.6, but in 0.2.7, I get this error:
It creates a folder inside my Applications directory, but it does not initialize the project. Any help regarding this problem would be appreciated. I get no problems with version 0.1.1 through version 0.2.6, but when it comes to 0.2.7, things start to get problematic, like this and I can't even start a project.
With 2.7 update I got the same issue. It looks like now Android Studio thinks sdk lays in under its own folder at android-studio/sdk.
You should be able to use android app under android-studio/sdk/tools to get missing components (not tested).
Another solution would be to fix sdk path (tested):
Close any projects then drop to Welcome to Android Studio Dialog
Select Configure -> Project Defaults -> Project Structure
Select SDKs -> Android SDK -> Android SDK Home Path
Update it to your previous sdk location.
got the same problem when applying the last patch (2.7). I've resolved it by copying SDK Manager.exe from android-studio\sdk\tools\lib to android-studio\sdk\ then I've launched it and install the missing component.
After restarting Android Studio it works again !
You must manually run SDK Manager.

The new Support Repository must be already selected, and you need only click the "Install" button.
Just as Leonidos said, install ASR through SDK Manager:
Tools > Android > SDK Manager ; Navigate to the Extras folder, and select Android Support Repositories.

I did a fresh install of Java, SDK and Android Studio, update it to 0.2.7 and install the ASR through SDK Manager, but the messages comes again.
So i found this solution.
The most common problem for Android Studio and 64Bit Windows System is the no 8.3 short path for
C:\Program Files and C:\Program Files (x86).
find_java.exe
couldn't handle it and give a wrong path back.
Finally do this:
dir /x C:
-- It shows no 8.3 short paths.
fsutil 8dot3name query C:
-- It shows NtfsDisable8dot3NameCreation is 1 on "C:",
means 8.3 short path won't be created in "C:".
Then I enable the generation of 8.3 short name by:
fsutil 8dot3name set C: 0
and create short names for C:\Program Files and C:\Program Files (x86) in windows recovery mode by:
fsutil file setshortname "C:\Program Files" PROGRA~1
fsutil file setshortname "C:\Program Files (x86)" PROGRA~2
And now dir /x C: can show the short names.
And now find_java.exe -s
can show the short path C:\PROGRA~1\Java\JDK17~1.0_2\bin\java.exe.
And now find_java.bat and android.bat can work good now!

Also copying SDK Manager.exe from android-studio\sdk\tools\lib to android-studio\sdk\
Just a few ideas to try that should hopefully help. These can be found by using Ctrl + Shift + A.
"Sync project with Gradle" - (it's also often in the toolbar with a green and yellow ball and a blue down arrow next to three android icons)
"Gradle" and select the ToolBox option; then hit the blue refresh icon to refresh all the gradle projects
"Project Structure..." (also available under File) Under the Libraries project settings you should see a valid reference to your support library. You'll also want to skim through everything to make sure everything else looks good with the project.
"Invalidate Caches..." (another available under File) Invalidate and restart. This one got me going again after the previous upgrade generated a bunch of errors.
Some of these may be redundant, but after having fought with similar issues in the past it's just a few easy things I've found to check.
If refreshing everything doesn't work you can always pull up the Android SDK from Tools -> Android -> SDK or from the toolbar with the blue/green boxy android that has a black down arrow. It should be next to the Sync Gradle button.
I update the Android Studio(AS) and see the same issue.
However, there is something slightly different about what I find out.
I actually have two sdks because I shift from Eclipse to AS.
Hence, I get one sdk in
c:\Program Files(x86)\Android\android-sdk
and anther in
c:\Android\android-studio\sdk.
And the real one that I use is in c:\Program Files(x86)\Android\android-sdk.
The important thing is that, I find that only one of the sdk setting is changed after the update.

After fixing the path in 4.2.2, I could create new project successfully again.
For some reason, if you install Android Studio in the same directory as the SDK, this error will pop up. Just install it somewhere else.
For instance, I had it installed at C:\Android\, along with the SDK. Then, I decided to install it at C:\Program Files (x86)\Android Studio and it simply worked.
I have Eclipse (Indigo Service Release 1, Build id: 20110916-0149) running on Win XP.
I've added
https://dl-ssl.google.com/android/eclipse/
and installed 4 plugins, including ADT, and restarted Eclipse.
Installed software list shows Android plugins are installed.
But nothing appears in Preferences, and there are no Android-type project in New Projects.
Later I check Eclipse's directories and there were four *.jar archives with these Android plugins, and they weren't unzipped to corresponding directories (like other plugins). I unpacked them so directories same as *.jar names, and started Eclipse again, but nothing happens.
How can I work with ADT plugin in Eclipse?
I just had the same problem on windows 7 running Indigo. I eventually discovered that I had accidentally not run Eclipse as an administrator when I installed the ADT plugin. I solved the issue by uninstalling the ADT plugin, and then re-installing the ADT plugin when running Eclipse as an administrator. Once I did that Eclipse restarted and immediately prompted me for the location of my android SDK.
As far as steps go:
Run Eclipse as Administrator
Go to Help > About Eclipse SDK > Installation Details
Select Android DDMS, Android Development Tools, Android Hierarchy Viewer, and Android Traceview
Click Uninstall and click through the dialogs
Restart Eclipse at the prompt
Close Eclipse and re-run it as an administrator (not sure if this was necessary but I wanted be sure Eclipse had full permissions when I reinstalled the ADT Plugin)
Re-install the ADT plugin the way you did before.
Restart Eclipse at the prompt.
Q: Did you install the Android SDK?
You need to do this in addition to installing a) Java, b) Eclipse and c) the Android plugins for Eclipse

You might actually wish to delete your install and re-install from scratch (just to make sure there isn't anything "weird" in your environment).
Well i had this issue as well, but what i see its one componment that isnt on the google servers (at least for indigo) com.android.ide.eclipse.adt_20.0.0.v201206242043-391819.jar
you need download the ADT from google server ADT 20.00 and the install new software in help menu as always
In the Add Site dialog, click Archive.
Browse and select the downloaded zip file.
Enter a name for the local update site (e.g., "ADT-20.0.0.zip") in the "Name" field.
Click OK.
and done choose the ADT developer that i bet you dont have installed that should fix the problem ;)
I tried everything and nothing worked until I made my JAVA_HOME and PATH point to my JDK 6, they were pointing to the 5, then before installing the ADT plugin, make sure Eclipse is using the JDK 6 in Preferences/Java/Installed JREs. Of course make sure you are running/installing everything as an administrator.
You should install start SDK package (download), after that install android packages by windows/SDK manager. After that you§ll see everything you've mentioned
I encountered the same problem today, and a simple removal of the installed plugin is not helpful. My final solution is:
Remove the Android DDMS, Android Development Tools, Android Hierarchy Viewer, Android TraceView and Tracer for OpenGL ES first.
Remove the com.android.ide.eclipse.adt.package_version_info and other adt related jar directory under eclipse_home/plugins/. It is very easy to recognize based on its version_info on its name.
Modify the artifact.xml under eclipse_home, remove all artifact tag related with 'adt'.
Reinstall Android ADT again with Admin Privilege.
If you are going to reinstall as administrator make sure to remove the ADT Plugin from the Windows > Preferences > Install/Update > Available Software Sites.
Also something that may help is when installing the ADT Plugin you get the option for Developer Tools which the http://developer.android.com/sdk/installing/installing-adt.html guide tells you to select, but make sure to also select NDK Plugins.
And as usual do this while running as administrator. It probably doesn't make a difference but instead of clicking restart I closed Eclipse and reopened as administrator each time it was necessary.
As far as I can tell the NDK Plugin was the only thing I did differently when I finally got it to work.
I have Ubuntu , to make story short, I tried every advice here, nothing helped (reinstall, ADT removal- adding, run as sudo, deleting .eclipse folder etc).
The cause of problem was running eclipse updates.
So, I downloaded ADT bundle as zip - adt-bundle-linux-x86_64-20130729
unpacked it, run eclipse inside it, used existing workplace, and it worked, 'android' option appeared in Preferences.
However, there is no longer 'eclipse' splash logo at start-up, it's now called Android Developer Tools

The real solution to this issue is that you MUST run Eclipse as an Administrator before you install. There are a number of plugins that have this same issue.
