Problem Statement:
I published App on Google Play but can't see it there - instead it shows error message saying that Item Not Found.
Summary:
I published an App on Play Store. Its current status is Published as can be seen from following snapshot.

When i tap on VIEW ON GOOGLE PLAY, I can see it there as well with Published status.

Problem is, when i tap VIEW ON GOOGLE PLAY in Android Phone, i can't see there any App and see following

Although App is allowed in ALL countries, but still i can't see it in Play Store.
I believe the issue you're having is when you search Google Play Store for your app's name, your app doesn't come up although, but you can download it if you had the app's direct link in the Play Store and even shows published on your developer portal.
Publishing an app to the Google Play Store doesn't have a fixed/specific time before it becomes downloadable (search and download) from the Play Store. Sometimes, it takes few hours while other times it could take days. This is because it is being deployed to all the Google Play servers worldwide. Mine takes about 2-3 days sometimes. Just be patient and wait for some time.
If the status of an app is PUBLISHED, then it is actually published.
The answer to your question lies in the nature of the algorithm the Google Play store uses for their search/query. You probably used a common app name (or the variant of a common app name). Generally, apps with a large number of active users top the list in search results. Your app is on the list, it's just at the bottom of the list.

I have released an update for my app in the Google Play Store. This is my first update prior to the initial release of the app.
Everything seems to have gone according to plan. If I check my store listing page in a browser, the update is live, along with the release notes under the 'What's New' section of the page.
However, if I launch the Play Store app on a physical device, tap my account icon in the top right corner of the screen to open the menu, select 'Manage apps and devices', then select 'See details' under the updates available section. This opens the 'Pending downloads' page for all apps.
I can see my app has an update, but if I tap the down arrow next to the 'Update' button, to display the 'What's new' information, there is nothing there. My release notes are not showing. It just states 'No information from the developer'.
I submitted my release notes, and they are displaying on my store listings page, so why not in the Play Store app?
Is there somewhere else in my Play Console where I need to add this information to get it to display in the Play Store app?
You are likely doing nothing wrong. This appears to be (another) Google bug.
The Google Play Store system seems to be broken in yet another way (it also thinks updates are available for apps when there is no compatible update available).

From the data I have gathered, this Google bug seems to be affecting all versions of Android.
The name of my App is Gestión Escáner. I search "Gestión Escáner" (without quotes) and I see a lot of apps less mine. I have another app in published and if I go into it in the store I can access to the creator (Me) and then see my 2 apps (Gestión Horario and Gestión Escáner) witch I couldn't find in the searcher.
Is ridiculous that I search my app by it name and I found nothing. I published the app 2 days ago and in the web page Google says that the publishing take as maximum 24 hours.
My app is published, it can be checked in the Google Play Console, and in the Google Play Store (if you know how to exactly search it).
There is a Google failure or something? I can't reach understand why I cannot find my App by its name.
I want to specify that there no exists another application with the same name as mine.

The time of 4 to 24 hours is the time to get app published.
After the app has been published, it needs to be indexed by google to be visible in the search. Also, the search results also depend upon the ASO(App Store Optimization). Sometimes, you can't see your app even with the full name without that. Make sure your Title/Description convey the idea.

I have uploaded an application in Google play. Application is available region specific. Application is uploaded in production with full-roll out.
In one of the device, application is visible and user installed it. After some X duration, same user in same device when he searches the application, application is not visible.
It's a strange behavior but why this behavior is seen?
Above scenario is searched in device Google play application only.
It might not always show if your app doesn't have enough unique keywords in the name. As stated in this thread, you can change your name in the Play Store Console and try some different combinations of words.
Also, there's possibility that your app that you're trying to search is not compatible with the device. This might be a reason why it is not showing up in your device. If you will sign into your Google account, then you click the install button (on the desktop site) it will show you the devices that are associated with that account asking with their compatibility. It took almost couple of days for my app to show up. Just a small note, if you cannot find your app in the play store, try putting the name in double quotes like "Park The Car" or "Relationship Guru" and then search it. Even when Play store started showing my app, if I just search with the app name with no double quotes, I could not find it. I saw almost 500 apps and still I could not find my app. But on using double quotes, I got a perfect string match.

Each time you release an app, the search ranking in the play store will be temporarily hit.
However, it will be restored within a day or two.
If your search visibility went out of ranking soon after the new update got to live in the play store, then there is nothing to worry about. It will be back soon.

I launched an app on google play store this week. The app uses Google Play Games Leaderboard and Achievements APIs. Should the app page in play store app not show these icons/badges like it does in other apps that use these APIs? Do i need to enable it anywhere?
These are the icons/badges I'm referring to (image below). How do i add/enable these? Do i need to do anything in the app apk to get these?
Just had a chat with the Google Play support team. They said that it gets enabled automatically after a certain threshold (a few hundred users from what they said) is reached. So basically no additional configuration/setup is required to start showing the icons. I'm just going to wait a few days and see if it pops up. Will update.
I added Google PlayServices at beginning of the year, so its active almost a year.
Currently 330 users are in the leaderboard of my game. But that symbols still not appeared;-(
In general what I can see is that the initial requested acceptance of the PlayServices in my game, is distracting a lot of people. From 10 people who download the game only 3 will register the PlayServices.
Some of the other might even directly deinstall it, not noticing that my game can also used without.
A lot of people dont want it either because of privacy or because they expecting unwanted data traffic.

There is no validation process after a successful publishing of your app on the Play Store.
Few points to consider:
It will take some time to appear in search results.
If you are using the Google Play Store application on your Android device, then keep in mind that the application could get filtered out due to various criteria and not be visible in the search results of the application, even if it is published. It could be filtered out based on country, screen sizes/resolutions, minimum SDK versions, phone capabilities and much more.

A lot of times, this happens. The app may be uploaded on the play store but may not be displayed immediately in the search results. You can check whether the app is uploaded or not by going to this link https://play.google.com/store/apps/details?id=yourpackagename
Replace 'yourpackagename' with the package name.
If the app is displayed, your upload was successful.
