I am stuck with the above screen while I am going to upload my next release.
My app targets the users under the age of 13 also, and I am not able to select this child age group,
Can anyone have an idea how I can get those age group clickable? As I am not able to find any solution for such case in google play console's documents.
Adding Privacy policy can solve your issue.
If you see you have disabled option to enter privacy policy, you can go with all available target age group option first.
Once you will complete section of 'App content', you will see that you will now able to add privacy policy link in 'Store listing' section. Add privacy policy URL and go to 'App Content' section again.
Start again app content form and you will see all age group options enabled.
As screenshot says ,you have to add privacy policy for age group below 13. So first add this from your store listing then you will be able to select those age group.
Please try adding privacy policy under tab Store listing on Publish console

Each time I upload a new release, in the Google play console I get this warning that says "You need to add physical address in account details" , I do not understand where I should add this physical address.
Can someone tell me where I should add this address in order to get rid of this warning?
You should look here, Console/Settings/Developer Account/Account Details
From the page above you should click "All apps menu"
Then you can see "Settings Menu"
under settings, click developer account and then
under developer account you will see Developer Page
I've tried to publish an app on Play store but it's rejected and I've received an email titled: "Issue: Violation of Families Policy Requirements"
And it also followed by: "Apps that contain elements that appeal to children must comply with all Families Policy Requirements. We found the following issue(s) with your app:
Eligibility Issue
<>
In order to review your app for “Designed for Families” eligibility, we will need you to provide a test login account. Please provide login credentials to the support team before you submit any updated version for another review (select “Test Login Needed” and include the test login account and password details in the open box field)."
I sent the test login account and password as requested, and I'm sure that my app doesn't violate Families Policy Requirements that includes these items:
https://play.google.com/about/families/children-and-families/families-policy/
I've received the same email several time without any further detailed information about this issue.
How can I contact Play_store to Know more about my Problem?
We had the exact same issue (see my comment under the question) and what eventually got us published was changing our "Target age group" configuration in Play Console (App Content -> Target audience and content -> Target age group) - we unchecked everything below 13-15. Not sure if you had those checked, but if you did, try unchecking them then resubmit the app.
I realize that we basically had to lie and are now maybe risking some penalty (getting removed from the Play Store?) but doing everything right got us nowhere, so we had to resort to this "cheating".
Not saying you should do what we did, just saying what worked for us. Do it at your own risk.

Check your privacy policy. I had also like this issue, then I provided privacy policy.
Add valid Privacy Url in App Content
and use This easy Privacy and Policy GENRATOR Click here
Here's the latest way to add test credentials in the Play Console:
Open Play Console and go to the App content page (Policy > App content).
Under "App access," select Start (or If you’ve previously added instructions for app access and you want to make changes, you’ll see and select Manage instead of Start.)
Click + Add new instructions and provide your access details.
Use the “Any other instructions” field to let us know if there’s anything special about your login mechanism, such as using a one-time password, multi-factor authentication, or logins with more than two fields. Then, press the "Apply" button.

Pay attention to "Blocking controls" under app-level on your admob page and check "Ad content rating".
My app has been removed due to violating the Android Advertising ID. So I requested an appeal to get my app into the app store and this is what they respond.
There are three ways to address this issue:
If your app requests user data or makes sensitive permissions
requests such as Phone, Accounts, Contacts, Camera, Microphone, or if your app uses the Android advertising identifier, you'll need
to add a valid privacy policy in two places: your app's store
listing page (instructions below) and within your app.
As a second option, you can remove any requests for user data or
sensitive permissions such as Android Advertising identifier. You
will not need to add a privacy policy if you remove these
requests.
If you cannot complete steps 1 or 2, you'll need to
unpublish the app from Google Play. If your app is already
unpublished, you don’t need to take action unless you re-publish
the app in the future.
I recently just add a valid privacy policy in my app's store listing page and my app was published into the Google Play store again.
However, I don't know how to put it within my app. I have searched all over the place on how to do it and I can't find anyway to do it. They only show me on how to add privacy policy into the app's store listing page which I already did.
I don't want to risk getting removed again.
There are sites that help you write a privacy policy for your app (privacy policy generators), for example:
https://app-privacy-policy-generator.firebaseapp.com/.
The file you get in the end you can upload to a website, if you have one, or even to dropbox (with permission to everyone to read), and add a link in your app to this file. You can also do it with a webview or any other way to present text in the app.
Looking to setup GA tracking for my app (both, Android & iOS), the documentation led me to:
https://developers.google.com/mobile/add
Now after adding GA account added
I need to change the GA account to another existing one.
I don't see any provision either here, or in the dev console.
Do help point me to the right place where this can be changed.
Work around for now:
Remove yourself, from the GA acccount (Of course make sure someone can add you back)
Reload the page, the account selection dropdown is now available
As an aside, within the Google Dev Console,
GDC > My App > Credentials
an iOS and Android key is auto added, on account selection.
I'm trying to reply to users who have just provided ratings, however, from past 2 weeks I'm facing this error and I'm unable to successfully open the link.
Are you facing this error or I'm the only one that is targeted by Google ?

The message here is obviously unhelpful. I contacted Google Play support about it and this is their response:
Due to some updates, only authorized users with the access of "Edit store listing, pricing & distribution" are able to edit content ratings page.
If you are the account owner, you can grant user permissions either at the account level or at the individual app level. To add a user at the app level, please follow these steps:
1. Sign in to your Play Console.
2. On the left menu, click Settings > Developer account > Users & permissions.
2.a. To add a new user, click “Invite new user” and type in the user’s email address.
2.b. To update permissions for an existing user, click the gear icon on the right and select "Change permissions."
3. Don't choose a predefined role from the "Role" drop-down.
4. Instead, add your app to the per-app permissions table with the "Add an App" drop-down.
5. Check the boxes in the appropriate column to add user permissions to specific apps.
5.a. For full functionality, some permissions need to be set to "Global." For more information, review the permission definitions table.
6. Click Send Invitation.
TL;DR: You need Edit store listing, pricing & distribution permissions on the app.
For me I had to go to the console -> Store Presence -> Pricing & Distribution -> Click on Country -> REFRESH EXCHANGE RATES -> Save. Than Complete the Content rating and it is now saved.

This was happening for me due to using another google account on chrome than the default. Using an incognito browser fixed the issue for me.
I logged in using InCognito mode and it worked
